Why is my student considered "EL"?
When a student first enrolls in the Grossmont Union High School District, a home language survey is filled out within the registration packet. Based on the information stated on the home language survey, a student is coded as "EL," or "English Learner," if they meet one of the following criteria:
The first language they learned was NOT English (i.e. Spanish, Arabic, etc.)
English is not the primary language spoken in the home
ONE of the parents listed that the first language they learned was not English
Once a student is identified as "EL," they will need to meet the following requirements in order to be reclassified as "Fluent English Proficient," or "R-FEP." Currently, the district requirements for reclassification are as follows:
Criteria 1:
The student scores an Overall Performance Level (PL) 4 score on the most recent Summative ELPAC.
Criteria 2:
Student passes 2 out of 4 core courses(ELA, Math, Science, Social Science) in the most recently completed semester with a C or higher OR teacher observes student language proficiency as bridging on the district observational tool.
Criteria 3:
The parent or guardian opinion and consultation, with an attempt via face-to-face . virtual meeting or phone call.
Criteria 4:
Student scores sufficiently proficient in a basic skills assessment included but not limited to the NWEA (215 or higher), ELA SBAC (standards met) or other comparable basic skills assessment.
Reclassification requirements are reviewed on a regular basis throughout the school year in order to ensure that all students who meet the requirements at any given time are reclassified as soon as possible. How Can I Get Involved?
ELAC
ELAC is a parent run organization that looks at critical issues associated with the Monte Vista EL population and offers suggestions to the school on how to better serve these students. ELAC stands for "English Learner Advisory Committee." It is composed of five or more members that serve as President, Vice President, Secretary, and DELAC representative. The ELAC groups meets 4 times throughout the school year. All meetings take place at Monte Vista High School in room S3 at 5:30 pm. This year ELAC meeting dates are as follows:
Thursday September 4
Thursday November 20
Thursday February 26
Thursday April 30
Mr. Sandoval will conduct the meeting and will be able to translate for all Spanish speaking parents. If a parent speaks Arabic only we can schedule an Arabic translator to be available for parents who do not speak English. We encourage ALL parents to get involved with our school so EVERYONE is welcome to join us in ELAC.
DELAC
DELAC is a district-wide parent run organization that is composed of representatives from each school site. As with ELAC, DELAC looks at critical issues associated with the district's EL population and offers suggestions to each school on how to better serve these students. In order to attend DELAC meetings, you must be a DELAC representative from your school site. DELAC representatives are chosen through a ELAC election held at each school site.
