This seminar focuses on IBC Chapter 17 Special Inspections in Vermont. This chapter of the Vermont’s building code includes a Quality Assurance program which has evolved over the past 30 years as a response to numerous construction failures of the 70’s and 80’s. The understanding of these requirements, their purpose, and their implementation has been slow in Vermont compared with other states, most notably states with higher seismic activity.
Forensic study has shown the most common “Lessons Learned” from construction failures are the necessity for improved organization and communication among the project team during construction and the need for inspection during the installation of principal structural elements. To this end, Chapter 17 Special Inspections codifies Quality Assurance an integral part of project delivery.
Four Vermont professionals with significant experience in structural design, special inspections, and code enforcement have joined together to teach this event specific to Vermont’s construction industry.
Specific Topics include:
Special Inspections in Vermont and Code Requirements
Duties and Responsibilities and Qualifications of Inspectors
Special Inspections of various materials including Soils, Concrete, Steel, Masonry, Precast Concrete, Wood, EIFS, and Fireproofing.
Learning Objectives:
Upon completion, participants will be better able to:
Identify Special Inspection Requirements for construction projects in Vermont;
Understand major code updates in the 2015 Edition related to Chapter 17, Special Inspections;
Understand the duties and responsibilities of project team members to implement the Quality Assurance program including Special Inspections;
Understand the scope of Special Inspections for the various structural construction materials.

PRESENTERS:
Alan Brown, currently with SW Cole Engineering Inc, has more than 30 years of experience in field and laboratory inspection of construction materials, including soil, concrete, prestressed concrete, bituminous concrete, steel reinforcing, fireproofing, paint thickness gauging and non-destructive testing of metals. Alan holds many certifications including Master of Special Inspections (ICC), American Concrete Institute (ACI), and Northeast Transportation Technician Certification Program (NETTCP). Alan is on the board of BuildSafe Vermont (local ICC chapter) and is the Chair for ICC’s Exam Development Committee for Structural Steel and Bolting and Fireproofing.
Hamilton (Ham) Hodgman, P.E., of Stevens & Associates PC has worked with Special Inspections and Construction Materials Testing for 16 years and has a diverse work history in Civil, Structural, and Envelope Investigation/Design/Quality-Assurance. The majority of his experience was in southeastern U.S. before relocating to New England in 2014. As a former Certified Welding Inspector qualified in Non-Destructive Evaluation, his work evaluating the mechanical integrity of tanks, pipes, pressure vessels, machinery, coatings, welding/welder qualification, and works with steel fabrication QC programs has taken him to industrial facilities across the USA and a few abroad. Ham has been certified for the various inspection tasks through the ICC, ACI, API, NRMCA, AWS, ASNT-ACCP, PTI, NCDOT and perhaps a few other acronyms.
Matthew (Matt) Lindhiem is currently the Building Engineer for the State of Vermont’s Division of Fire Safety. Matt has a Master of Engineering degree from Cornell University and 16 years of structural engineering experience in private consulting and code enforcement. Matt has experience with bridge design, rehabs for NYSDOT, municipality consulting, and precast concrete design, and structural (building) design. Matt has participated in updates of the Vermont Building and Fire Safety Code and is a member of the Vermont Urban Search and Rescue team. Matt served on the 2016 IBC Structural Code Development Committee for the 2018 IBC, IRC, and IEBC Codes.
Russ Miller-Johnson, P.E., of Engineering Ventures PC, has over 35 years’ experience in structural engineering design including lead engineer roles in management and execution of major projects. He has significant experience in assessments, renovations, rehabilitations, additions, expansions, field inspection and construction engineering for all types of projects. His work also includes performing quality assurance and peer reviews. Russ worked in many states and territories during the development and implementation of IBC Special Inspections. He is a currently an active member of the ASCE SEI Sustainability Committee and chairs their Thermal Bridging Working Group.
