2nd REECAP workshop in  Vienna 26-27th September 2018 

organized by REECAP, BOKU, and IUSF in cooperation with the "Annual Conference of the Austrian Society of Agricultural Economics"

The Research network on Economic Experiments for the CAP (REECAP) is a EU-wide informal consortium created in 2017. REECAP’s objectives is to contribute to the constant improvement of European agricultural policies, by providing robust results on their net impact, but also by helping to design well-adjusted and effective policy interventions, in the fields, amongst others, of income support, investment policies, risk management and agri-environment including climate change. REECAP can thus help to identify and evaluate policies which are well accepted by farmers, improve the effectiveness of public money spending and yield to more satisfactory outcomes for food consumers and for citizens. REECAP is open to those who wish to promote behavioural analysis and economic experimental designs for the ex-ante and ex-post evaluation of European agricultural policies .

The first REECAP workshop in June 2017 in Angers (France) was a success. A special issue of the European Review of Agricultural Economics “Enriching the CAP evaluation toolbox with experimental approaches” has been launched with two members of REECAP as guest editors.

The Angers workshop participants have unanimously decided that a second workshop should follow. Here we are! The 2nd REECAP workshop will take place in Vienna (University of Natural Resources and Life Sciences) from 26th to 27th of September 2018. The second day of the REECAP workshop in Vienna will be organized together with the 28th Annual Conference of the Austrian Society of Agricultural Economics (27th to 28th September) on the topic “Scientific Methods for an evidence based agricultural policy”. Participants of the REECAP workshop are invited to participate to both events from 26th to 28th September.

Objectives of the REECAP workshop

The objective of this workshop is to strengthen and enlarge the REECAP community of researchers and experts. We will welcome contributions showcasing how experimental approaches (lab and field experiments, discrete choice experiments, randomized controlled trials) can be mobilized to improve ex-ante and ex-post evaluation of CAP-related measures. We are open to a broad range of contributions, even if they have not the format of a publishable paper: presentation of path-breaking ideas to improve experimental approaches, illustrations of successes and failures of policy evaluation in the field of agriculture and environment, literature surveys and meta-analyses, proposals for multidisciplinary approaches involving experiments (with behavioural and socio-psychological analysis for example), illustrations of the complementarity of evaluation tools,  etc. We want to foster a lively and fruitful discussion on research questions, on methodological difficulties, and on the way we can work together with policy-makers and stakeholders. 

Some time will be dedicated during the workshop to think together how we can move forward and organize joint work and continuous exchanges within the REECAP network.

Registration

Please register using the online registration form. After filling out the online registration form, you will receive an email asking you to trasfer the registration fee (and the fee for the field trip). If you need an invoice to transfer the registration fee, please contact ulrich.morawetz@boku.ac.at after online registration. If you need a confirmation of attendance, please ask at the registration desk at the beginning of the workshop.

The fee of € 90 includes participation at the REECAP workshop and the ÖGA conference: lunch on Wednesday and Thursday, refreshment breaks and the Thursday evening reception. The cost of accommodation and of the field trip (€40) are not included.



Venue

The workshop takes place at the University of Natural Resources and Life Sciences (BOKU), Department of Economics and Social Sciences, Feistmantelstrasse 4, 1180 Vienna. The venue is located in a  residential area next to a big park ("Türkenschanzpark") located about 50 minutes by public transport from the main station (station 'Wien Hauptbahnhof')  and 20 minutes to the city center (e.g., Station 'Schottentor').

Getting around

For planing your trips in Vienna you can use the webpage https://anachb.vor.at/

You can get to the workshop venue with the buses 10A, 37A and 40A  (get off at station "Dänenstraße" and walk to "Guttenberg Haus" on the map above).  

Single tickets  (2,40€) for public transport are valid for one trip (including all changes between bus, tram, metro&trains). Tickets are available at vending machines in metro stations, in trams, at tabacconists and through an app  (tickets cannot be bought on buses).  A ticket for 1 day is 5.80€, for 24h 14.10€ and for 48h 17.10€.  For details on available tickets use the webpage of the Wiener Linien.

For trips from/to the airport ('Flughafen Wien Bahnhof') it is cheapest to use the federal railways ÖBB (4.10€).  Alternatively the CAT-railway  (€11) and the Airport bus (8€) may be used. A taxi to the airport can be  orderd online for 28€ www.vienna-airport-cab.at/.

Submission of abstracts and workshop outlines

Participants are invited to present their own work at the workshop. Participation who don't want to present their own work are equally welcome. 

Abstracts for presentations must be submitted per email to 2018workshop@reecap.org. The submitted 400 words abstracts must be in English and in Microsoft Word format. The template for contributed papers is available online. The abstracts will be reviewed by two members of the REECAP organizing committee. By submitting an abstract you agree that the abstract is published in conference proceedings.

Next to abstracts for presentations, also outlines for contributed workshops can be submitted. A workshop is 1.5h long and is flexible in format. See the template for contributed workshops  for details.

You may additionally want to submit a (non-experimental) paper to the 28th Annual Conference of the Austrian Society of Agricultural Economics (ÖGA).  The deadline for ÖGA Shortpapers has ended on 6th of May 2018. For details see the ÖGA call for papers at oega.boku.ac.at. Please do not submit the same paper to the REECAP and the ÖGA call.
