Note: The proposed design policy also aims to "increase wider reach and generation of design through quality undergraduate design education in India by setting up multi-disciplinary design institutes in different parts of India with a congenial creative environment with a proposed outlay of Rs.50-60 Crore for each with the State Government expected to offer the required land of about 50 acres gratis". A Design Institute for Kalinga:

Attempts are on (since early 2000s) to establish a Design Institute in Orissa. It would be really rewarding to all the stakeholders when they see a poor state deriving the maximum benefits by putting "design" upfront (as envisaged in the draft National Design Policy) while solving its various socio-economic problems.

The basic tenets guiding the National Design Policy are governed by design thinking – a school of thought that can pay rich dividends to any Nation/State/Institute interested in giving prominence to design. Thus establishing an Institute without following the guiding principles may not yield the desired benefits to the future generations. Design thinking encourages exploration of issues beyond the stated needs of various stakeholders.Thus stakeholder participation is necessary for establishing one NID in the erstwhile state of Kalinga.

In relation to promoting design in the IITs here is what the National Design Policy says:

Draft recommendation emphasizes: “Encouraging the teaching of design oriented to the needs of Indian industry, especially small scale and cottage industries in tertiary educational institutions such as Indian Institutes of Technology (IITs), Indian Institutes of Management (IIMs) and Universities.”

Abridged policy document states: “Encouraging the establishment of departments of design in all the Indian Institutes of Technology (IITs) and all the National Institutes of Technology (NITs) as well as in prestigious private sector Colleges of Engineering and Architecture.”
