José Leite Pereira Filho, Ph.D.
He has a Ph.D. and a M.Sc. on Telecommunications Engineering from the Naval Postgraduate School (California). He worked at the Brazilian Navy and at the public owned company Embratel. He retired as a professor of engineering at the Federal Fluminense University in Rio de Janeiro and at the University of Brasilia.
