ELIGIBILITY CRITERIA

HIGH SCHOOL GRADUATION INCENTIVES PROGRAM

The High School Graduation Incentives program is designed to encourage students who are not succeeding in the traditional high school or who have dropped out of high school to choose from a variety of non-traditional education programs to complete their high school education.

STUDENTS AGED 12 - 15: If you fit any one of the following criteria, you are eligible to choose a non-traditional education program:

· You are at least two grades below performance on a local achievement test,

· You are at least one year behind in satisfactorily completing course work,

· You are pregnant or a parent,

· You have been assessed as chemically dependent,

· You have been physically or sexually abused,

· You have experienced mental health problems,

· You have been homeless sometime in the last six (6) months,

· You have been referred by a school district for enrollment in an eligible non-traditional program,

· You have been excluded or expelled. Violent, expelled or excluded learners may be excluded on a case-by-case basis.

STUDENTS AGED 16 - 20: If you are attending school, or not attending school for fifteen (15) consecutive days and if you fit any one of the following criteria, you are eligible to choose a non-traditional education program:

· You are at least two grades below performance on a local achievement test,

· You are at least one year behind in satisfactorily completing course work,

· You are pregnant or a parent,

· You have been assessed as chemically dependent,

· You have been physically or sexually abused,

· You have experienced mental health problems,

· You have been homeless sometime in the last six (6) months,

· You have been referred by a school district for enrollment in an eligible non-traditional program,

· You have been excluded or expelled. Violent, expelled or excluded learners may be excluded on a case-by-case basis.

STUDENTS 21 AND OVER: Has less than fourteen- (14) years public or nonpublic education (beginning at age 5), and has not graduated and meets one of the following requirements:

· Eligible for unemployment compensation or exhausted benefits, or

· Eligible for income maintenance or support services, or

· Eligible for any programs under Federal Job Training Partnership Act, Displaced Homemaker, or Minnesota

Emergency Employment Development program.
