The Indonesian team launched and discussed their ‘JKN White Book’ during an event held at Indonesia’s House of Representatives.
The ‘White Book’ includes results from the team’s GHE2 analysis in the health impact of the Indonesian National Health Insurance Program (JKN).
The meeting organised by Parliament was the final event after a series of meetings (National Policy Forum) with stakeholders of the JKN during 2018. The aim of the meeting was to discuss the National Health Insurance Program in conjunction with the JKN White Book and its recommendations. The output of the National Policy Forum was a series of policy recommendations written on the “NHI White book” (2019). One of the recommendations suggested the urgency of an adequate NHI tariff, based on series of high-level meetings involving MoH, Ministry of Finance, Hospital Association, Pharmaceutical Industries, Team for the Acceleration of Poverty Reduction (TNP2K). The tariff proposed on the NHI white book was approved (2019) as a decree that signed the President of Indonesia.
During the session, the Minister of Health, the Director of BPJS Kesehatan and stakeholder partners from the Indonesian Physician Association, Indonesian Hospital Association, Pharmaceutical Industries, The National Social Security Council (Dewan Jaminan Sosial Nasional/ DJSN and TNP2K also received and reviewed the JKN White Book.
A discussion forum held on 7 October 2019 organised by the Ministry of Communication and Information discussed the contents of the book via a discussion panel with the media in order to disseminate the findings to the public where the wider community can gain a better understanding of each issue. The event was attended by Prof. Budi Hidayat and the wider GHE2 Indonesian team.
Deploying the strategy of utilising academic channels as a way to disseminate information regarding the JKN White Book, the team also organised a Book Review Tour held at the Universitas Indonesia on 10 October 2019. Participants invited included academics, college students, Ministry of Health representatives and DJSN. In order to broaden the public’s understanding and perception of the issues in relation to JKN, the Indonesian team provided inline reading materials and undertook a live ‘Question and Answer’ session for each policy recommendation.
The team plan to continue the Book Review Tour at other Universities in Indonesia throughout 2019 and 2020.
