Mr Carter is a retired Air Force officer who served as both a missile launch officer and satelitte operator.  Raised in San Antonio, Texas he still considers himself a Texan at heart. After retiring from the military and a job as a defense contractor he and his wife have lived full time in their RV traveling the country. He has on two occasions taken a break from RVing to live near his daughter and grandkids in Appleton, both times taking teaching positions at Xavier to teach theology. He enjoys spending time with his grandkids and fishing.  Mr Carter holds a B.A. in Political Science (ETSU), M.A. in Management (Webster) and a M.A in Theology (Franciscan Univ).
