EXPANDED LEARNING OPPORTUNITIES PROGRAM
The Expanded Learning Opportunities Program ("ELO-P") is an expansion of the WVUSD Child Care Program. ELO-P provides engagement through enrichment, play, nutrition, and other developmentally appropriate activities. The program is designed to support the whole child including their social and emotional learning and development. It is the intent of the Legislature that expanded learning programs are pupil-centered, results driven, include community partners, and complement, but do not replicate, learning activities in the regular school day and school year.

Enrollment is a two-step process:
Step 1: Pre-Registration (Required First Step)
Join the ELO-P Pre-Registration Form to pre-register (one per child). This step must be completed before moving forward
with registration.
If space is full, your child will be placed on the waitlist, which expires on the last day of school (May 28, 2026). Review our Waitlist FAQs to learn more about how our waitlist works.

Step 2: Registration
If space is available, the Child Care Office will email you with instructions to complete your registration through Eleyo. You must submit all required documents and payment within 5 calendar days of receiving the email.
Important: Failure to complete the registration process, including payment, by the deadline will result in cancellation of your enrollment request.
WHAT IS THE EXPANDED LEARNING OPPORTUNITIES PROGRAM (ELO-P)?
ELO-P is an expansion of the WVUSD Child Care Program. ELO-P provides engagement through enrichment, play, nutrition, and other developmentally appropriate activities. The program is designed to support the whole child including their social and emotional learning and development. It is the intent of the Legislature that expanded learning programs are pupil-centered, results driven, include community partners, and complement, but do not replicate, learning activities in the regular school day and school year.
Students in TK through 6th grade that meet the following identifications are eligible for ELO-P enrollment:
Identified by WVUSD as an approved participant of the National School Lunch Program
Identified by WVUSD as an English Learner
Identified by WVUSD as Homeless or Foster Youth
Structured homework supervision, enrichment activities, indoor play, outdoor recreation, an afterschool snack.
Before and after child care at elementary school fun clubs
After school care at middle school teen scene.
Care on non-school days may be available. More information will be provided at a later time.

FAQs
A: The ELO-P program is part of the WVUSD Child Care Program, providing comprehensive before and after school childcare services. These programs operate under a unified system that combines ELO-P and fee-based students into one comprehensive program. However, enrollment is managed through two separate tracks, each with its own waitlist and registration period—one for ELO-P eligible students and another for fee-based participants. Child Care is available before and after school at all WVUSD elementary schools and after school at middle schools.
A: ELO-P begins on the first day of the school year and continues throughout the year as space permits. Families can enroll anytime based on program availability.
Please note, to qualify for priority registration for the upcoming school year, families must have an approved eligibility status (such as Free/Reduced Meals or foster youth) on file by March 15 each year. Refer to this deadline to maintain your eligibility for priority enrollment.
A: ELO-P begins on the first day of each school. Please refer to the WVUSD Instructional Calendar.
A: There is no cost for students identified as Homeless or Foster Youth and/or identified as an approved participant of the National School Lunch Program. Students that have been identified by WVUSD as “English Learner” will be charged a monthly fee, on a sliding scale.

A: No, students are not automatically enrolled. Families of eligible students will be contacted by the District in March with registration dates and instructions to pre-register during the enrollment period.
A: All eligible families will receive an email invitation with a link to the ELO-P Pre-Registration Form prior to ELO-P Registration dates. Be sure to save the date and check your inbox regularly. The email will be sent to the primary email address listed in Aeries.
A: If you believe you are eligible but did not receive the email, we encourage you to check your spam or junk folder. Families can Pre-Registration directly on our website under the ELO-P section. Once capacity is reached, a waitlist will be established, and placement will be determined by the date and time of your submission.
A: If you believe your child is eligible but did not receive the email, please contact the Child Care Office at (909) 444-3460 to confirm your eligibility status and verify that your contact information is current in Aeries.
A: Yes. Students who qualify after March 15 may still enroll during the general ELO-P enrollment period, as long as space is available. Once capacity is reached, a waitlist will be established, and placement will be determined by the date and time of your submission.
A: A waitlist is established once ELO-P enrollment reaches capacity. The waitlist is managed using a timestamp-based system—when you submit the interest form, your exact submission time is recorded, and placement is determined in the order received. Please note: all ELO-P waitlists expire at the end of each school year, so families must submit a new form annually if they wish to remain on the list.
A: Yes. March 15 is the annual date used to collect eligibility data from the District, which helps determine which families may be invited to participate in the ELO-P Pre-Registration window for the following school year. Families identified through this process will receive an invitation email to pre-register during the designated registration period.
A: Yes, ELO-P is available during intersessions—subject to program availability. In accordance with state requirements, ELO-P must offer programming for at least 30 non-school days per year. Districts may use up to 3 of those 30 days for staff professional development, meaning students will have access to at least 27 days of expanded learning during non-school periods.

A: Yes, homework time will be part of the daily program. Enrichment activities may include organized games, arts and crafts, outdoor sports, and structured playtime.
A: Students will be supervised by both WVUSD Program Attendants and outside agencies. ELO-P does not provide tutoring service and does not have certificated teachers on site to provide academic enhancement curriculum .
A: Snacks will be provided daily in the afternoon. Lunch is provided at no cost during the regular school days through WVUSD Nutrition Services Department.
A: Yes, students will attend ELO-P at the school they are attending.
