Established by the Legislature in 1999, the West Virginia Design-Build Board oversees the selection and implementation of design-build projects for state and local government. By consolidating design and construction into a single point of responsibility, we ensure accountability, efficiency, and quality in the evolution of our state’s infrastructure.

To maintain the highest standards of public interest, the Board evaluates every proposal against West Virginia Code §5-22A-5. The Code of State Rules 148 C.S.R. 11 further outlines the process for selecting design-builders under the Design-Build Procurement Act. The Board ensures that approved projects demonstrate a clear advantage over traditional methods, including compressed timeframes and comprehensive funding plans.
