All grants must be submitted to the WV Cybersecurity Government Opportunity Committee through the WV Grants portal at grants.wv.gov. There are two types of applications for West Virginia -- one for entities prepared and staffed to manage their own projects; and one for entities wishing to reduce overhead by participating in statewide agreements (more below).
No. Individual plans are scored on how well they embrace the statewide plan - prioritizing assessments during Year 1 of funding and having long-term plans to continue improving cyber posture throughout the State. The scoring rubric can be found attached to the application.
Yes. If regions or territories want to approach a cyber problem together, that's perfectly acceptable. However, each entity that will be receiving funding through the grant will need to submit an application.
Yes. Four contracts are being setup to reduce the cost to local governments for those services -- Risk Assessments, Detection and Response, Technical Vulnerability Assessments, and other managed service provided services.
Entities may work with a vendor, however proposals will be scored higher for those that engage in discussions with multiple vendors, business partners, and federal and state resources.
