NYS ED Law 2-D and the Family Educational Rights and Privacy Act (FERPA) provide clear protections for student, teacher, and principal data and focus on transparency about educational agencies' use of data and parents’ rights.  The goal of Ed Law 2-D is to protect our students – not restrict access to resources, therefore only approved software can be used.  Overview and answers to frequently asked question can be found here.
