The case manager is responsible for ensuring that all forms are accurately and thoroughly completed and copies are sent to the parents and placed in the cumulative file.
The cumulative file must also include the RECORD LOCATOR and RECORD OF INSPECTION.
The case manager is responsible for scheduling all IEP, Student Profile, and IWAR meetings. IEP meetings must be conducted at a minimum of one time a year, and three-year re-evaluations need to be conducted a minimum of once every three years. The case manager invites appropriate team members to each meeting with a Notice of Meeting, assures that the Procedural Safeguards are provided and reviewed, and assures that the IEP, PWN, and all other forms are completely and accurately filled out.

Complete the Account Access Form to request a learner be added to TIENet. At the end of the evaluation process, email the administrative assistant and indicate the learner's NAME and DATE OF BIRTH and IF THEY MET ELIGIBILITY FOR SPECIAL EDUCATION OR NOT.
Confirm prior special education placement (review IEP and IWAR from previous school district).
Assign case manager. Complete the Account Access Form to request the learner be added to TIENet.
Provide services comparable to those described in the previous IEP, in consultation with the parents/guardians until such time as West Fargo adopts the previous IEP or develops, adopts, and implements a new IEP.
Schedule IEP meeting within 30 school days of the student’s arrival and confirmation of special education placement. Send Notice of Meeting to parents/guardians 10 calendar days prior to the IEP meeting (check "review or revision of your child's IEP" on the NOM).
At IEP meeting, discuss current services on the existing IEP and propose any changes. See agenda linked above. If no change is needed, continue with the TIEnet IEP as written. Edit the IEP with West Fargo information.
If the team determines significant changes in services are necessary, a new IEP is developed, adopted and implemented.
If the team questions whether the student meets criteria for determination of disability or questions the accuracy of the disability, the re-evaluation process begins.

Case manager communicates with the school psychologist to review file and determine if disability criteria are met using our North Dakota guidelines. If data included in the student’s file meets our disability criteria, complete the Verification of Disability for Out of State Special Education Students form.
At the IEP meeting, if the team agrees with the prior services, goals and placement, the IEP is rewritten in a similar manner using the North Dakota TIEnet IEP forms. See agenda linked above.
If data from student’s file does not meet criteria for determination of disability or is insufficient, the re-evaluation process begins.
During the evaluation process, continue services as written in the out of state IEP. After the evaluation, if the student meets criteria, a TIEnet IEP is written. If student does not meet disability criteria in the Integrated Written Assessment Report, the case manager completes a Prior Written Notice clearly documenting the last date the child will receive special education services and sends to parent. Exit procedures are followed (see below).
When students exit special education services (they move, are no longer eligible, or parent revokes services), complete the Account Access Form to indicate a change in TIENet. Complete an Exit Form in TIENet. Ensure the Exit Form is filed in the student's cumulative file.
If a parent/guardian revokes services, complete the "Revocation of Consent for Special Education & Related Services" form in TIENet and obtain parent signature. There is a unique PWN: Prior Written Notice - Revocation of Consent that must be completed. Ensure both a filed in the student's cumulative file.
IEPs that are due before OCTOBER 1st must be updated in the spring prior to the end of the school year.
IWARS that are due before NOVEMBER 1st must be updated in the spring prior to the end of the school year.
Students turning 16 during the summer or fall (prior to October 1st) must have a Transition IEP completed prior to the end of the school year.
