Federal Programs
Federal Programs are those programs funded with dollars appropriated by the federal government for the expressed purpose of addressing high priority needs, such as high poverty rates, limited opportunities for services and other educational deficits.
The Function of WCSD Federal Programs
The Wayne County School District Federal Programs Department administers multiple grants in partnership with the Mississippi Department of Education. In addition, the department serves as the fiscal agent for private schools and other educational facilities within the district.
The Goal of WCSD Federal Programs
The goal of the Wayne County School District Federal Programs Department is to provide supplemental support to schools across the district by removing barriers to student success. This is accomplished through additional educational opportunities, academic supplies, parent resources, and a range of supportive services designed to help all students thrive.
Current Federal Programs
Title I, Part A
The Wayne County School District implements Title I schoolwide programs to provide financial support that enhances existing state- and district-funded educational services. Title I funding is used to strengthen instruction through the addition of teachers, teacher assistants, tutors, and interventionists. These funds also support professional development for educators, extended instructional time, individualized student support, and a variety of supplemental instructional materials and strategies.
Each Title I school develops a Continuous Improvement Plan based on identified needs within the school. These plans include evidence-based strategies aimed at improving student achievement and increasing family engagement.

Title I, Part A School Improvement
Wayne County School District Federal Programs Department oversees Title I School Improvement Funds. The funds help schools that need extra support to improve student achievement. These funds can be used to:
Provide extra help for struggling students
Hire interventionists or instructional coaches
Offer professional development for teachers and staff
Purchase instructional materials and resources
Support programs that improve attendance, behavior, and school climate
Increase family and community engagement
Implement evidence-based strategies for school improvement
Title II, Part A
The Wayne County School District receives Title II funds to support continuous educator enrichment and professional learning. Title II funds are primarily used to provide high-quality, evidence-based professional development for teachers, principals, and other school leaders. These funds also support the work of content specialists who design and deliver targeted training opportunities that strengthen instructional practices and improve student outcomes across the district.
Title IV, Part A
The Every Student Succeeds Act (ESSA) includes a flexible block grant program under Title IV. Title IV, Part A authorizes activities in three broad areas:
Providing students with a well-rounded education (e.g. STEM, arts, civics, IB/AP, health and physical education).
Supporting safe and healthy students (e.g. school mental health, drug and violence prevention, training on trauma-informed practices, health and physical education).
Supporting the effective use of technology (e.g. professional development, blended learning, technology devices).
