For less than 5 minute videos, you can use the Screencastify extension in Google. Choose the icon from the toolbar, if you don't see it, watch the video at the bottom of this page.

Trim the timeline in the bottom my clicking on the spot where you want to cut, and then choose the scissors. Then you can delete that segment
