This is tablet mode display. Look for the speech bubble icon in the lower right and then click the tablet mode icon to take it off tablet mode.
If the Tablet Mode icon present inside the notification window is flickering, you cannot exit Tablet Mode in Windows 10 when the PC is stuck in this mode. This case is typically reported after installing a Windows update.
You can disable Tablet Mode via the Settings app by following the guide:
Step 1: Press these two keys – Win and R to open the Run box.
Step 2: Input ms-settings:tabletmode in the box and press Enter.
Step 3: In the Table mode window, choose Use desktop mode from the When I sign in section.
Step 4: After that, restart your computer and see if the PC can boot up directly to the desktop mode. If the PC still enters to Tablet Mode, go to another solution.

The first thing you will need to do in this case is to make sure that the tablet mode is turned off in the computer settings.
Click on Start
Click on Settings
Click on System
Click on Tablet Mode
In the When I sign in option
choose Use Desktop Mode
In the When this device automatically switches tablet mode on or off
choose Always ask me before switching.
Restart the PC then check if your computer is still stuck in tablet mode.
