Courses are being held virtually and practicum placement will take place in person.
Timeframe:
This program is currently being offered once a year.
Online applications are available prior to the start of a cohort.
The number of applicants selected varies depending on available funding.
Cohort sizes are kept small (12-15) to maximize the individualized attention.
Academic support is also available.
Acceptance:
Once you complete the online application along with uploading the required documents, your application will proceed for review to determine if you are a good fit.
Applications will be reviewed to determine whether prospective students can satisfy the requirements and overall responsibilities and commitment.
Potential candidates will receive a phone call to be scheduled for an interview.
If the online application is unavailable, this means the cohort is currently not seeking candidates. Some may be placed on a waitlist.
Commitment:
Participation in Leap to Teach is a full-time commitment and only those who are seriously interested in working in the field of early childhood should apply.
A typical week consists of completing daily course work and includes a strict attendance policy that requires arriving on time and participating in all meetings, trainings and scheduled activities.
Individuals placed with a licensed child care provider must have a comprehensive background check to include FBI fingerprints, sign a statement of ethical conduct and pass physical, drug screening and TB tests. Falsifying or omitting information will result in the individual being found ineligible.
The Coordinated Assessment Model (CAM) is the Coordinated Entry System for Detroit, Hamtramck & Highland Park connecting people experiencing homelessness with access to shelter and housing resources as they are available. Residents will be screened for Detroit Housing Services Office before being referred to CAM.

Our County Continuum of Care is a local planning body with a mission to end homelessness in the Out Wayne County area. We believe that all residents at risk of or experiencing homelessness should receive the support they need to thrive in housing that is safe, affordable, and affirming. We collaborate with area service providers, partner organizations to illuminate the issues that contribute to homelessness and create solutions. Ending homelessness requires a systemic, community approach and invite you to join our fight to end homelessness in Out Wayne County.

The Financial Empowerment Center (FEC), in partnership with the Detroit Land Bank Authority (DLBA), assists clients who are identified by the Detroit Land Bank in completing the Occupied Buy Back Program.
This program is administered by the Detroit Land Bank.
Wayne Metro staff only host the Detroit Land Bank Buy Back Class that clients MUST take before utilizing the program itself.

Program Provides:
Education and counseling to occupants of homes owned by the Detroit Land Bank Authority (DLBA).
Detroit Land Bank will invite occupants to buy their home back for $1,000.
Occupants who pay the $1,000 must also make 12 monthly payments toward the next year's tax bill and attend quarterly workshops.
Once invited by the DLBA, occupants must complete the Home Preservation Workshop plus additional quarterly workshops then work with a counselor to buy back the home and maintain compliance.

Seeking to support aging residents, households with disabled adults, families with disabled children, etc. Supporting a wide spectrum of disabilities (Mobility and Physical, Chronic Illness and Developmental, Blind & Low Vision and Deaf & Hard of Hearing and/or Cognitive and Learning).
The eligibility form information will be provided directly to CHN Housing Partners (the organization that administers this program.)
Clients will hear back from CHN Housing Partners or a Detroit Housing Network Member about their eligibility within 10 business days.
Clients must be present and give their permission for a third-party representative to speak on their behalf.
If eligible clients are referred back to Wayne Metro from CHN Partners, the Weatherization Intake Team oversees these intakes.
This program provides Detroit Residents with a 0% interest home repair loan from $5000 to $25000 and they have 10 years to pay it back.

Program Provides:
Provide Detroit residents the option to purchase their homes before the annual Wayne County foreclosure auction.
2.) PRESCREEN THE CLIENT
Eligibility Requirements:
You must occupy the home as your primary residence and continue living there.
Your home must be foreclosed by the Wayne County Treasurer.
Your home must pass a home inspection to ensure the home is livable.
You must pass a criminal background check.
You cannot own a home at all!
You must be willing to pay to purchase your home.
You must complete the full MIH enrollment process, including MIH class modules, the MIH enrollment appointment, and the MIH title appointment.

How does UCHC's Make It Home service work?
A property with delinquent taxes is foreclosed by the Wayne County Treasurer.
After the foreclosure, the City of Detroit has the option to buy the home in the Right of Refusal.
Homes purchased in the Right of Refusal will not go up for sale in the public auction.
UCHC partners with the City of Detroit to use their Right of Refusal to help residents living in foreclosed homes buy the homes they're living in.
The City of Detroit deeds the homes to UCHC. Residents who are financing via a 0% interest loan with UCHC enter into a land contract. Once the home is paid for in full, UCHC deeds the home to the resident.

How does the City’s existing Senior Emergency Home Repair program compare to the new Renew Detroit Home Repair program?
While there are many similarities between the two programs, Renew Detroit and the SEHR home repair programs are not the same. Homeowners currently on the SEHR waitlist are encouraged to apply to the Renew Detroit Home Repair program. Applying for Renew Detroit does not impact a homeowner’s place on the SEHR waitlist. If a homeowner on the SEHR waitlist is selected for Renew Detroit, the homeowner will be able to choose which program they would like to participate in. Please see the below descriptions for specific differences between the programs.

Chronically Homeless is defined as:
Three episodes of homelessness within a year.
They have been homeless for at least 12 months continuously or on 4 separate occasions within the last 3 years.
The combined time spent experiencing homelessness needs to add up to at least 12 months in total.
Between each occasion, they spent at least 7 nights in a place other than an emergency shelter, safe haven, or a place not meant for human habitation.

Short-term and medium-term rental assistance for individuals currently experiencing homelessness or fleeing domestic violence.

Once an individual has applied and been approved for HOPE, if they have delinquent property taxes they will also be enrolled in Pay As You Stay.
PAYS reduces the amount of delinquent taxes owed in collections.
If more help is still needed to cover the full balance of delinquent taxes, the City of Detroit refers the client back to Wayne Metro's DTRF Team to pay the remaining balance.
DTRF is part of a 10-year $500 million commitment by the Gilbert Family Foundation.
Checking the status of an application?
We cannot confirm status. The Board of Review handles applications once submitted, and only meets 3 times per year to process applications.
If a client is receiving reimbursement for taxes they already paid before being approved for HOPE, that reimbursement is administered through the City of Detroit. NOT Wayne Metro.

HOPE stands for Homeowners Property Exemption. It is also referred to as the Poverty Tax Exemption, “PTE” or Hardship Program.

The HOPE application is an annual application, homeowners must apply every year.

Must have a valid SER through MDHHS.
Must apply for MEAP at least 7 days before their SER expiration date. (SER's only lasts 30 days)
If a client's SER expires in 7 days or less - advise them to apply for a new SER because, by the time their MEAP application gets processed, the SER will have expired.
No other agency has applied MEAP funding to their DTE account within the same fiscal year. (Check their DTE account commitments for this)
Clients can get "non-MEAP funds" from other resources and still get our MEAP assistance.

Monthly Credit and Reconciliation:
A flat monthly credit is provided to reduce the plan amount, making it more affordable than traditional budget billing.
A reconciliation credit will be applied at the 12-month mark to prevent additional financial burdens.
Please note that the monthly Low-Income Self-Sufficiency Plan (LSP) gap credits apply only to energy charges. Any non-energy charges, such as those from the Home Protection Plan (HPP) or late fees, remain the client's responsibility alongside the client's monthly LSP bill.
Protection and Flexibility:
Client's electric and/or gas service will be protected from shutoff while enrolled.
Gap payments are structured to increase during heating months and decrease in summer, ensuring consistency without being tied to actual usage.
Budget reviews occur every six months with a settlement in the 12th month, where accumulated balances are offset to zero.
24-Month Review and Adjustments:
At the end of the 24-month review period, if client energy usage is less than our initial estimate, clients will receive a credit on their next bill. Conversely, if the client used more energy than estimated during the final 12 months, clients will need to pay for the additional usage to complete the program.
For clients enrolled in the 2023-2024 program, participation continues through consistent monthly plan payments.
Clients requesting Direct Assistance: Max payment WM CAP is $3000. DHS CAP is $500 per commodity. Clients will receive a single payment this FY2025.
SER FACTS:
SERs are approved and administered through MDHHS only.
SER approval only lasts for 30 days.
A Valid SER is one with an approval date in the current fiscal year and a copayment.

Affordable Payment Plans (APP) is a plan that offers low monthly payments calculated based on your average monthly energy consumption.
Payments
Payment amounts are determined by your energy usage and income, which typically increase during colder months when more energy is used for heating, and decrease during warmer months when less heating is needed.
Payment plans last up to 2 years with affordable payments, contingent upon timely payments.
Eligibility
To qualify, you need to have an approved State Emergency Relief (SER) and your household income should be between 1% to 150% of the federal poverty guidelines. There are no energy consumption limits or arrears requirements.
DTE’s LSP, Consumers CARE, and SEMCO’s MAP Programs offer you the ability to qualify for payment plans based on your income and energy usage.
Outstanding arrears will be reduced in three payments:
1. The first payment occurs 30 days after enrollment.
2. The second payment happens on the first anniversary.
3. The final payment is upon completion of 24 months in the program.
While enrolled, you are protected from energy shut-offs unless you are removed from the program.
Wayne Metro can use the affordable payment plan to cover SER copayments. Additionally, you have the option of a direct payment of up to $3,000 on your energy account to satisfy an SER copayment.

Budget Wise Billing (BWB):
You can't control the weather, but you do control your budget. Our free BudgetWise Billing® program enables you to pay your annual energy bill in equal monthly installments to avoid the seasonal ups and downs of your natural gas and electric bills.
Averages bill throughout the year based on usage
This allows clients to have the same payment amount year-round, instead of having a higher bill in Winter due to higher usage
Shutoff Protection Plan (SPP)
The Shutoff Protection Plan is designed to help you pay your overdue balance by dividing it into equal portions that are added to future DTE Energy bills. Your payment amount is calculated by dividing the past due balance into smaller payments and projected future monthly bills. These two amounts are combined into a new monthly payment.
Winter Protection Plan (WPP)
The Winter Protection Plan is a program designed to prevent service shut off and high utility payments during the heating season (November 1 - March 31 of the following year, each year) for low-income customers, at or below 200 percent of the federal poverty level, and seniors (age 62 and up).
During this period, customers must pay a budgeted amount. Seniors who have had service shut off for non-payment before applying for WPP will have their services restored without any payments. Although no specific payments are required during the heating season, seniors are encouraged to pay something to avoid large payments when the protection period ends.
*Seniors 62 years of age or older qualify for this program regardless of income.
Program Status: Open
The State Emergency Relief (SER) Program provides immediate help to individuals and families facing conditions of extreme hardship or for emergencies that threaten health and safety.
The SER program is primarily designed to maintain low-income households who are normally able to meet their needs but occasionally need help when unexpected emergency situations arise. The SER program is not an appropriate solution to ongoing or chronic financial difficulties.
They assist with Heat & Utilities, Home Repairs, Relocation Assistance, Home Ownership Services, and Burial assistance.

SSVF Case Managers will assist Veterans and their families to obtain VA or other public benefits, childcare, transportation services, mental health and substance abuse treatment, and opportunities for skill building, job training, and education.
