IGC Information Then & Now

As stated in the Waco ISD Handbook, a student may only take part in high school graduation exercises if he/she has successfully completed all requirements as determined by TEA and Waco ISD including passed all required State level tests (STAAR-EOCs).

Per TEC §39.023(c), all students shall be required to perform satisfactorily on five (5) subject area-specific State of Texas Assessment of Academic Readiness (STAAR) End of Course (EOC) assessments. These assessments are designed to measure the subject areas of knowledge of students following successful completion on the corresponding STAAR-EOC course, as well ensure that students have the knowledge and skills necessary to be academically prepared for college or career opportunities upon graduation. The five (5) subject areas assessments are Algebra I, Biology, English I, English II, and U.S. History.

Purpose of the IGC

Per Texas Senate Bill 213 (2019); updates SB 463 (2017) and SB 149 (2015), allows the use of an Individual Graduation Committee (IGC) for any 11th or 12th grader who has failed to comply with the STAAR-EOC assessment instrument performance requirements under TEC §39.025, in not more than two STAAR-EOC assessments. The legislative amendments outline specific details related to student eligibility, IGC development, and graduation requirements that the IGC may recommend. According to the requirements, as part of the IGC, each student will:

  • Participate in the IGC process to ensure that alternate graduation requirements and expectations are clearly understood,

  • Attend time of remediation as outlined by the IGC,

  • Complete an approved project per STAAR-EOC that exhibits proficiency in the STAAR-EOC area(s), and

  • Continue to participate in STAAR-EOC assessment(s) until meeting with success and/or successful completion of the IGC requirements resulting in graduation.

What does this mean for Waco ISD students?

  • Waco ISD has provided alternate IGC projects for class of 2020 due to the restraints of At-Home Learning.

  • Class of 2020 students who weren’t successful on STAAR-EOC assessments prior to school closing for Coronavirus still must successfully complete IGCs to be eligible to graduate.

  • During this time students can recover all 5 of their STAAR-EOC assessments instead of 2.

  • Waco ISD has combined the English I and English II IGC requirement into 1 project.

  • Per TEA these changes due to Coronavirus are only in effect until August 31, 2020 and only apply to students that are scheduled to graduate spring 2020.

  • Remediation is not required during this time.

  • IGC is only for students who previously were not successful on STAAR-EOC assessments. If the students never took the assessment they are not required to participate in IGC.

  • IGC projects are due May 15 to be eligible for May graduation.

Project Overview Week: April 27- May 1

Students can work with mentor teachers during this time.

  • to answer project questions

  • provide tech support

  • assist with additional resources content support as needed

Project Work Week: May 4 -May 15

Mentors can only help students in a limited capacity these 2 weeks.

  • clarify project expectations

  • provide tech support

These 2 weeks are similar to STAAR administration, mentors can only clarify instructions and provide tech support.
