Journeyman Imagery Analyst is expected to:
Provide services to include researching the NES, its follow-on, SOM or SOM-like applications that support OBP and its related databases, automated message-handling systems, and other appropriate databases for amplifying information, producing standard and formalized imagery analysis products, and effectively collaborating with other IC analysts during the collection, research, analysis, and product generation processes.
Provide imagery analysis against targets utilizing a variety of platforms and will include locating, identifying, characterizing, and monitoring strategic operational and tactical facilities. These contract services will also support the creation of a variety of GEOINT media and collateral imagery products such as data sets, ground truth, and briefing materials supporting various geospatial research projects.
Provide services supporting the identification of technology gaps in capabilities and processes and support the insertion of new imagery related technology into operational environment. Imagery Analysis shall be required to use a multi-INT approach in every aspect of their analytical duties to analyze AOIs to support Counterproliferation, Counterterrorism, Current Operations, Counterintelligence support Anticipatory Intelligence and Strategic Intelligence.
Perform quality control on analytical products, provide collaboration with the client's workforce on leading edge imagery analysis technologies, and provide expert advice on technical matters related to imagery information.
Serve as SME Imagery Analysts, producing intelligence on mission-specific issues. The primary products produced will be summary-type reports, detailed mission graphics, database remarks, ad-hoc reports, and daily briefings
Utilize various IC databases at an intermediate to expert level of mastery. Our client uses a variety of imagery analysis formats and databases to accomplish its mission. The NES and Intelink databases are key components for this service.
Incorporate the full spectrum of GEOINT to include: NTM, manned and unmanned air breather, and civil/commercial sensors providing hardcopy and softcopy imagery exploitation. Where applicable, utilize manual light tables and electronic light tables as required.
Provide imagery analysis services in the form of datasets and visualization products that typically result in authorship of 6-9 standard, coordinate intelligence reports per year, including but not limited to reports such as NIBs and GN's. Additionally, the Contractor shall provide imagery analysis services by creating at least 20-25 standard, non-coordinated products per year, predominantly NES baseline reports or ad-hoc requests for information.
Publish NES remarks, baseline descriptions, and other imagery exploitation reporting in accordance with the NSG Directive 2-1 Exploitation and Reporting Structure (EARS-2) reporting guidance and/or SOM-associated data as necessitated by the assigned office's requirements. These contract services will support the GEOINT Program of Analysis or other mechanism that guides analytic efforts.
Read, extract and plot coordinates using multiple map and chart scales, projects and datums.
Provide and create metadata to support structured observations in support of the ODNI's OBP initiatives.
Provide imagery analysis services on orders of battle, battle damage assessment, and other core skill sets as dictated by the government.
Qualifications:
Active TS/SCI with ability to obtain and maintain a CI Polygraph
Three (3) years of Imagery Analysis experience in the Intelligence Community at the national level
Attended either the Geospatial Intelligence Training Program, Imagery Tech School, Imagery school, or equivalent.
Knowledge of Soft Copy exploitation functionalities
Demonstrates good oral and written communication skills.
In-depth knowledge of the following systems and software programs: (REMOTEVIEW, IEC, NES, and common office software to include PowerPoint presentations, spreadsheets, word processing).
Strong knowledge of the intelligence collection process to include the government customer's relationships with other IC Agencies.
Knowledgeable of multi-spectral imagery exploitation.
Ability to work in a very dynamic and demanding work environment.
Ability to brief senior staff officers to affect decisions.
Work cooperatively as a team member and provide guidance to analysts to build effective customer relationships.
Ability to work independently with minimal or no oversight.
Knowledge of terrorism-associated issues

CACI is seeking an ArcGIS Data Analyst to perform and manage the production of various products in coordination with project and program leadership. Primary Responsibilities:

Job Description
The Geographic Information Systems (GIS) Developer (OR Junior GIS Systems Admin?) supports the development of utility-scale renewable energy projects across the United States through application development, system administration and geoprocessing task automation. Daily tasks in this role focus on the systems used by both web and desktop GIS users: developing new applications, improving existing systems and workflows, automating GIS desktop tasks, and providing troubleshooting and maintenance. The web GIS system includes many proprietary application built on top of ArcGIS Enterprise while desktop users are on ArcGIS desktop.
The GIS Analyst reports to our GIS Director and is a member of our multi-disciplined Energy and Technology Team. In this role, you will work cross-departmentally to solve interesting, hard problems and help to guide key business decisions. The right candidate will be a hands-on, self-driven, hard-working team player who is passionate about building professional maps through the use of sophisticated GIS software and techniques. Job Description
The GIS & CMMS Manager will support Rapidan Service Authority’s planning and asset management functions by providing field and office support for Geographic Information System (GIS), Mapping, and Asset Management programs and other activities managed by the Engineering and Operations Departments. Specific duties include but are not limited to: updating and maintaining the Authority's Asset System of Record, data quality control, data acquisition, data maintenance, and data transformation, and fulfilling data requests with a quick turn- around. The GIS & CMMS Manager assists in preparation of maps, data summaries and other visualizations to clearly and effectively communicate information to internal staff, RSA Board of Members, the public, and other stakeholders. An effective candidate for this position understands the importance of GIS and Asset Management and is motivated to help develop and advance the state of practice.
An ideal candidate for this position will have superb working knowledge of Geographic Information Systems
(GIS) fundamentals and demonstrable proficiency in industry standard GIS platforms such as ESRI products and platforms with demonstrable skills in database management and program development. Experience with GIS- based CMMS software such as Cartegraph OMS, Lucity, or Innovyze InfoAsset is also desired. RSA is seeking a candidate with experience selecting and implementing CMMS software.

Qualifications and Experience

The City of Roanoke is seeking a Geographic Information System (GIS) Specialist for the Stormwater Division in the Department of Public Works in support of the Division’s mission of “Creating a Clean Water Legacy for the Citizens of Tomorrow.” The successful candidate will provide GIS and data support for all aspects of the Division including: (1) Utility administration and MS4 compliance, (2) capital drainage and water quality projects, (3) field operations (e.g. asset management), (4) public education and outreach, (5) monitoring and science. The successful candidate will have direct responsibility for spatial and non-spatial data collection, editing, quality control, analysis and mapping with oversight from the Division’s Senior Research Engineer. The selected applicant will also be expected to develop applications using ArcGIS Collector, Field Maps, Survey123 and custom web apps and provide GIS integration with third party applications (e.g. VUEWorks, WinCan). Essential Duties and Responsibilities:
Manage and administer all GIS and associated non-spatial databases for the Stormwater Division including:
o ArcGIS Portal and ArcGIS Online resources
o ArcGIS Server resources
o SQL Server and other non-spatial databases
o ArcGIS GeoEventServer
Manage and administer VUEWorks – the City’s asset management software – to assure that staff is effectively utilizing the software for work order creation, fulfillment, tracking and reporting. Train staff in VUEWorks usage.
Administer the annual Stormwater Utility Fee – this includes annual fee and credit calculations, upkeep of impervious cover layer using change detection software or similar, and answering citizen questions.
Create data collection applications using ArcGIS Collector, Field Maps, Survey123 and custom web apps in support of Division operations; assure that staff are utilizing data collection applications efficiently.
Create dashboards that collect and/or present data in a highly customized fashion. This may include flood awareness dashboards, water quality dashboards, citizen call log dashboards or similar.
Create new authoritative datasets for Stormwater staff as needed.
Utilize geoprocessing tools, python and R to perform complex data analysis and answer operational questions including:
o Overlays needed for FEMA and Virginia DEQ reporting
o Processing of land cover, elevation and other raster data
o Hydrology/water quality calculations for watershed modeling and planning
Procure, implement, use and manage Stormwater technology needs including:
o Survey instruments, UAV equipment and post-processing software
o Field data collection tools (e.g. Trimble, iPads)
o Software (e.g. add-ons to ESRI products)
o Consultant directed technology projects
Perform some field survey work with the use of ArcGIS Collector and a survey instrument. This includes general needs related to drainage or water quality projects, measurements of streams and storm drain structures, general topographic measurement.
Supervise and direct the GIS Technician in the following:
o Collection and quality control on all stormwater layers including manholes, inlets, pipes, ditches, streams, BMPs, Capital Projects, etc. This includes field data collection as well as office editing and topology work to assure correct geometry and complete attribute data.
o Generate maps using ArcGIS Pro for internal and external documents and create web-mapping applications using ArcGIS Online/Portal.
o Inspections, maintenance and reporting of Stormwater operated flood sensing equipment
Contribute to technical reports and grant proposals
Attend and present at Conferences as appropriate.
Participate in strategic planning of GIS within the broader City organization
Supervisory Responsibilities
This position supervises and directs the work of a GIS Technician.
Typical Qualifications
Education and/or Experience
Candidate must have completed either: (1) A four-year degree in GIS, Civil Engineering, Environmental Science, or a similar degree program that requires extensive use of GIS in coursework plus two years of experience (2) a GIS certificate program plus four years of experience or (3) equivalent combination of education and experience. Candidate must have possession of a valid driver's license issued by the Commonwealth of Virginia.

Overview of Benefits for Full-Time Employees:

PPO/HSA 2700 – Provides 100% coverage for preventive care; has higher deductible and out-of-pocket maximum than other medical plans; has lower employee premiums; and both the employer and the employee make contributions to a Health Savings Account (HSA) to pay for medical expenses which apply to the deductible. The City of Roanoke contributes towards the Health Savings Account (HSA), $1,300 for employee only coverage and $2,600 for all other tiers. Contributions are pro-rated dependent upon enrollment date.

Hybrid Program: Provides the characteristics of the traditional pension plan with that of a deferred compensation plan.
