Problem Statement:
The Poplar Hall neighborhood in Norfolk, VA experiences flooding during storm events and extreme tidal events. The nearby Elizabeth River, to which the neighborhood's runoff eventually flows, is contaminated by a number of pollutants and nutrients. By developing a Stormwater Management Model and utilizing available GIS information, the Poplar Hall area was evaluated with the intention of installing a new weir to route water under Duck Pond Drive. This should reduce flooding by providing decreased baseline water levels in Duck Pond. Additionally, the quality of water being discharged from Silver Lake to the Elizabeth River will be improved through the installation of numerous floating wetlands and other BMPs meant to remove certain pollutants such as nitrogen and phosphorus. Overall, we hope to protect the local community from future flooding and​ improve the water quality in the Elizabeth River.

The following objectives and goals have been set in order to promote optimal drainage and improve water quality within and near the Elizabeth River.

- Improve quality of water entering the Elizabeth River from the Poplar Hall neighborhood
Objectives
- Collaborate with groups such as Wetlands Watch, the Elizabeth River Project, and the City of Norfolk government throughout the duration of the project
- Visit the site to analyze the plausibility of implementing potential solutions
- Develop and utilize a SWMM model to gain a hydrologic understanding of the neighborhood's flooding problems and for simulation of weir effectiveness
- Determine largest pollutants of concern so vegetation for floating wetlands can be selected to specifically target these pollutants
- Achieve public approval of the final project to ensure its implementation and maintain positive relationships with the neighborhood
