In 1963, Alangalang Agro-Industrial School (AAIS) was created in accordance with the pertinent provisions of Republic Act (RA) No. 3673. On June 7, 1971 the said school was formally established comprising a land area of 19 hectares. It had a building with three (3) classrooms and been manned by a school principal with six (6) teachers and 136 enrollees.
In 1957, it offered a two-year Agricultural Technician course. In the year 1977, another course was offered which was a degree program, Bachelor of Science in Agricultural Education with 60% passing percentage in Professional Board Examination for Teachers (PBET).

This was followed by an issuance of RA No. 7441 which authorized the school to offer additional degree programs such as BS in Agriculture (BSA), BS in Agri-business (BSAB) and other Agriculture –related programs.
In 1999, pursuant to the RA No. 8745, General Appropriations Act (GAA) integrated CHED Supervised- Institutions (CSIs) to State Universities and Colleges (SUCs) which resulted LSSA to be integrated to Visayas State College of Agriculture (VISCA) System.
On August 11, 2001, RA 9158 - An Act Converting the Visayas State College of Agriculture into a State University to be known as the Leyte State University, Appropriating Funds Therefor and for Other Purposes, was issued which converted VISCA to Leyte State University (LSU). Thus, LSSA, being under LSU, was designated as College of Environmental & Agricultural Technology (CEAT).
On April 27, 2007, under RA No. 9437, LSU was legally recognized as Visayas State University (VSU).
