I have been a Professor of Economics at the University of Rennes in France, since 1998 and previously served as the Director of the Center for Research in Economics and Management (CREM-CNRS). I was also a board member of the European Public Choice Society from 2009 to 2012 and co-founded the PEARL network. My research has been widely published in both French and international journals and books. My primary research areas include Local Public Economics (Tax competition, Location choices, Optimal jurisdiction size) and Public Choice (Yardstick political competition, Political fragmentation, Decision-making within international organizations). More recently, I have expanded my research to cover Sports Economics, including strategic interactions among sports leagues, the evaluation of professional sports team performance and the optimal broadcasting revenue-sharing rules. I have also served as a consultant or adviser to the World Bank, the OECD, the HCERES (French High Council for the Evaluation of Research and Higher Education), the AFD (French Agency for Development), and various public bodies in France and abroad.
