Provide technical assistance in monitoring activities and performance, process and impact evaluations, including design of M&E plans, definition of indicators and data analysis. Support the development of data collection methodologies including instrument development (quantitative and qualitative), training of enumerators, and field oversight. Develop literacy assessments such as the Early Grade Reading Assessment. Promote utilization of evidence to inform planning and other decisions. Managed, designed and implemented performance and impact evaluations. Provided survey methodology expertise and oversight of data collections. Conducted qualitative and quantitative data analysis. Managed proposals and project budgets. Key illustrative projects: USAID/Ethiopia Impact Evaluation of the READ Community Outreach Project: Randomized Control Trial of an early grade reading community involvement project implemented by Save the Children. Serve as overall Project Manager and Survey Expert (EGRA and associated instruments). USAID/Georgia Primary Education Project Impact Evaluation: Quasi-experimental evaluation of a primary school reading and math intervention implemented by Chemonics. Serve as overall Project Manager and Survey Expert (instruments based on EGRA and EGMA). USAID/Uganda Performance and Impact Evaluation of the School Health and Reading Program: Randomized Controlled Trial of an early grade reading mother-tongue based instruction program and HIV/AIDS prevention intervention, implemented by RTI. Serve as Survey and Data Quality Assessment Expert (review of EGRA instruments and data collected by RTI).

2009 – 2010: Literacy Boost Research Fellow and Consultant, Early Childhood Care and Development, Save the Children, Manila and South Central Mindanao, Philippines and Boston, USA

Designed comprehensive literacy assessment tool for 1st and 3rd graders in Filipino and English and supervised pilot-testing, trained enumerators and supervised data collection. Conducted statistical analysis, developed initial results framework and evaluation design. Wrote final report and presented findings to SC staff and Department of Education of the Philippines.

Jun – Jul 2009: Monitoring and Evaluation Field Intern, Mercy Corps, Banda Aceh, Indonesia

Designed and implemented survey to assess community perception of Mercy Corps programs. Conducted organization-wide midline evaluation of post-tsunami programs, based on program objectives.

2005 – 2007: Technical Staff, Language Development Lab, RIKEN Brain Science Institute, Wakoshi, Japan

Managed and implemented Franco-Japanese early childhood development study in Japan and France, supervising data collection and statistical analysis. Trained new technical staff on study protocols and data management and analysis.
