I created the rules to convert Katakana and Hiragana to International Phonetic Alphabet (IPA: symbols to describe phones of all languages) in research I introduced in the above presentation. The rules are added to "epitran" (Mortensen et al. 2018), the multi-lingual framework for G2P (grapheme-to-phoneme). Here is the record of the pull request to the Git repository.
