ABOUT THE PROGRAM:
“The Elijah Cummings Youth Program (ECYP) was started 26 years ago by the late Congressman Elijah Cummings. He created ECYP because he had a vision that teens from Maryland's 7th District would have the opportunity to have their young minds and worlds expanded through this program. Through curriculum, dialogue, community service and travel, ECYP imparts the values critical for peaceful coexistence, whether it's here in Baltimore, in Israel, or anywhere in the world.
ECYP fellows go on to be "our living messages we send to a future we will never see". They are leaders who aspire to see the future of the world as peaceful and prosperous. They build bridges between cultures and cultivate leadership for generations to come.
ECYP’s application is out now. If you work with a 10th grader in Maryland’s 7th district (they must live or go to school), who you feel has the potential to be successful in ECYP, I encourage you to nominate them. Our staff will follow up with more information including a link to the online application and encourage them to apply.
ECYP seeks students interested in:
International travel to broaden their worldview and cultural understanding
Opportunities for networking and building like-minded peer relationships
Receiving cross-cultural dialogue training
Show evidence of academic achievement or potential
ECYP selects 12-13 students across Maryland’s 7th district. If selected, students have the opportunity to develop relationships with young people across the district, develop leadership skills, learn about leadership with leaders across the state via meetings in Annapolis and Washington, DC and travel. The program is free and at no cost to students.

YouthWorks: Baltimore City’s YouthWorks summer jobs program will match young people between the ages of 14 and 21 to six-week work experiences with private sector, nonprofit, and city and state government employers.

Since 1955, Maryland Leadership Workshops has been the premier youth leadership development program in the Mid-Atlantic. We invite middle and high school students to join us this summer at Washington College for a transformative weeklong experience. You can register today with just a $25 deposit.
Program dates:
Middle School Experience in Leadership (MSEL): July 13-18 for students entering grades 6-8 in Fall 2025
Senior High Workshop (SHW): July 20-25 for students entering grades 9-12 in Fall 2025
Advanced Leadership Seminar (ALS): July 13-18 for students who have completed grades 9-12 as of July 1, 2025 and have previous leadership experience
All programs are held at Washington College in Chestertown, Maryland — a beautiful and secure campus on Maryland's Eastern Shore.
Please note MLW has limited scholarships available that are awarded on a rolling basis based on demonstrated financial need, taking into account household income, family size, and extenuating financial circumstances. Directions on how to apply for a scholarship are included in the registration form linked above. To be considered for a scholarship, you must complete the registration form and all other required forms. Given that awards are made on a rolling basis, it is best to submit your application as soon as possible to be considered for a scholarship award.

Application Guidelines:
You must be a Maryland Resident (specifically your permanent residence must be in District 43A)
The school you will attend in the must be in the state of Maryland (with the exception of if you have a unique major)
If you are part-time, 6 credits is the minimum requirement
Your transcript MUST be official. If for some reason you are unable to obtain your official transcript, please contact the office before submitting your application.

I am proud to announce that applications for this year’s Congressional Art Competition for Maryland’s 7th Congressional District are now OPEN. The Congressional Art Competition is a way for Members of Congress to encourage, bolster, and highlight the artistic talents of our young constituents in high school.
The Congressional Art Competition is open to all high school students in our Congressional District. Each Member of Congress may select one piece of artwork to be displayed on Capitol Hill through the Competition. After deliberation by distinguished judges on my Art Competition judging panel, the winning artwork will be displayed with others from across the country in the Cannon Tunnel, between the U.S. Capitol and Cannon House Office Building, for one year.
The student will also be honored at the Congressional Art Competition Reception in Washington, D.C. and is eligible for a $3,000 scholarship to Savannah College of Art and Design (SCAD).
PLEASE NOTE: All artwork entries must be received by my Congressional Office by April 18, 2025. Students must contact Katelyn Laughman, Senior Constituent Services Representative, via email at Katelyn.Laughman@mail.house.gov, or by phone at (410) 685-9199, to arrange drop-off or pick-up.

Each year, I am always so very impressed by the stories told by the artwork we receive and the sheer talent they display. Following the competition, I look forward to sharing photos of the submissions we receive publicly, via social media, with the media, on my official website, etc.
However, before sharing any submissions, I want to ensure that all students and their parents or legal guardians are comfortable having photos of their artwork shared.
If you are willing to have your artwork shared publicly, please provide a completed Student Media Release Form with your submission. Students 18 or older can complete and sign the form themselves. The Young Woman Leadership Scholarship is an annual scholarship program that awards $1,000 to a Maryland graduating senior who has performed outstanding leadership during her high school years. Deadline is May 1st, 2025. Additional scholarships may be awarded as funds allow. Recipient(s) will be honored at the League’s Annual Meeting in May 2025.
