The Distributional Incidence of Climate Adaptation: Evidence from Flood-Control Infrastructure
How does flood-control infrastructure redistribute climate risk? Using a spatial regression discontinuity design and firm-level data from China, I show that protection downstream can create concentrated adaptation costs upstream.
