Public Service Company of Colorado (PSCo) was formed in 1923 to provide an electric generating station for the Denver area. By 1924, it had acquired most of the electric companies in northern and central Colorado. Originally a subsidiary of Cities Service Company, it became an independent autonomous operation in November 1943.[8] By this time, it served 80 percent of Colorado's gas and electricity needs. As demand for energy continued to grow, so did PSCo. Eventually, the company merged with SPS to form New Century Energies (NCE) in 1995.[9][10]

Utility industry magazine Utility Dive awarded Xcel Energy its 2018 "Utility of the Year" award for its plans for add 12 wind farms, its project with Google to develop new ways for customers to personalize energy management, and its plan to retire 50 percent of its coal-powered capacity by 2026 (and replacing it with a combination of renewable energy, efficiency, and natural gas).[18]

Xcel Energy's Bay Front plant in Ashland, Wisconsin, is a three-unit generating station that has become a model for the creative use of fuels: coal, waste wood, railroad ties, discarded tires, natural gas, and petroleum coke. Two of the three Bay Front operating units already use biomass as their primary fuel. Xcel Energy recently proposed a plan to install biomass gasification technology at Bay Front. The waste-to-energy facilities use waste that would otherwise end up in landfills. The Wisconsin waste-to-energy plant burns wood waste in combination with refuse-derived fuel (RDF).[citation needed]

In 2017, Xcel Energy partnered with the Financial Services Information Sharing and Analysis Center to create a new "threat information sharing community" intended to share cyber and physical security intelligence with the energy sector. The new community is called the Energy Analytic Security Exchange (EASE). It is run by the FS-ISAC Sector Services team; FS-ISAC is an organization that gathers cyber and physical risk intelligence for the financial services industry. Additionally, the North American Electric Reliability Council (NERC) manages the Electricity Information Sharing and Analysis Center, which is another resource that the energy sector uses to gather threat intelligence.[30]

Since 1998, Xcel Energy's Windsource program has allowed customers to designate that part or all of their electricity comes from a renewable energy source. In 2015, about 96,000 people were enrolled in Windsource.[32] In 2011, more than 2.3 million electric and 261,800 natural gas customers took part in Xcel Energy's energy efficiency programs for homes and businesses.[33]

On August 1, 2002, Xcel Energy Inc. was sued because of engaging in "round-trip" energy trades that provided no economic benefit for the company, and because the company lacked the necessary internal controls to adequately monitor the trading of its power.[35] Xcel paid $80,000,000 in a settlement.[36][37]

Based in Minneapolis, Minn., Xcel Energy is a major US energy provider and Fortune 500 company serving 3.7 million electricity customers and 2.1 million natural gas customers in eight states, including Minnesota and neighboring North Dakota, South Dakota and Wisconsin.

Xcel Energy's latest resource solicitation returned renewable energy and storage bids so competitive they have the sector abuzz on social media. While Kann noted details about battery duration and sizing were not made available, the price of battery-paired solar in the solicitation is a full $9/MWh cheaper than the cheapest contract announced just last year.

In its status report, Xcel told state regulators that "the response to this solicitation is unprecedented." The utility received 430 total individual proposals including 238 total projects. More than 350 of the individual proposals are renewable energy proposals or renewable energy with storage proposals, according to the report.

Importantly, Kann noted the addition of storage did not appear to raise bid prices as much as in the past. Wind energy with battery storage was bid at $21/MWh, just $3 higher than wind-only. In the Arizona deal last year, the addition of storage added about $15/MWh to the power purchase agreement bid.

The City of Boulder and Xcel Energy selected 18 community members to serve on the inaugural Community Advisory Panel, which will meet at least quarterly to review and discuss energy issues and provide feedback on the Xcel Energy partnership.

Xcel Energy proposes to construct the Solar Project, a solar energy conversion facility with an up to 460-MW alternating current nameplate capacity, in Sherburne County, Minnesota. The Solar Project will partially replace energy production of the nearly 700 MW Sherco Generating Plant Unit 2, currently a coal-powered facility, the retiring of which in 2023 was approved by the Commission in October 2016.1 The Solar Project is located within agricultural fields between U.S. Highway 10 and the Mississippi River, and on the east and west sides of the existing Sherco Generating Plant.

Xcel Energy is leveraging Minnesota Department of Employment and Economic Development (DEED) expertise in training program oversight and grant management to issue a request for proposals (RFP) from Minnesota training providers. The Xcel Energy Power Up training program will provide a workforce training pipeline for a variety of energy-related construction occupations. Xcel Energy is investing $4 million in the initiative, $3.6 million of which will go toward two $1.8 million grants to provide apprenticeship readiness and basic construction skills training over four years.

These concerns are compounded by the fact this plan will not receive the same scrutiny as the earlier and less expensive clean energy plan. An independent evaluator also concluded that there had been inadequate time to evaluate bids and analyze transmission needs.

Equitable programs for underserved communities. A new Low-Income, Low-Usage Discount Program will provide a 35% discount to approximately 92,000 households, which was led by the Energy CENTS Coalition. This allows under-resourced households with low energy usage to receive a discount of up to $14 per month, an important step toward more equitable rates.

Strong support for environmental justice by Commissioners. Fresh Energy is pleased to see the Commission vocally support the importance of considering energy justice as it oversees rate cases and other proceedings. This effort was led by the Just Solar Coalition.

No company is immune from this challenge, not even regulated electric or gas utilities, historically shielded from competition. Energy customers are demanding new energy products and services that suit their needs and the needs of the planet. In fact, roughly 86% of traditional energy consumers have expressed an interest in generating their own electricity through solar or other means, according to a recent EY survey. These same consumers are beginning to explore electric vehicles too.

In an additional benefit to this technology deployment, customers will be able to observe their energy consumption right on an app and optimize not only the cost of that energy but also the renewable energy sources available at that time.
