H.R.10587 - Public Rangelands Improvement Act of 1978
This act is the root cause of the pressure to round up wild horses and burros. Additionally this act causes millions of acres of western public lands to FAIL to meet BLM 'Rangeland Health Standards'.
Correcting both these issues is simple - takes legislation by Congress - but it's simple to execute. An amendment to any current legislation simply needs to state:
Section 1905 of (title 43 USC Ch. 37) United States Code, is amended by striking the last sentence.
With this simple change the environmental damage stops, the wild horses and burros are no longer subject to pressure from ranchers and the US taxpayer saves $1.2 billion annually.
1978 Public Rangelands Improvement Act (PRIA) (This was President Carter's intent)
Section 1905 currently contains:
“That the annual increase or decrease in such fee for any given year shall be limited to not more than plus or minus 25 per centum of the previous year's fee.”
This language
1) creates a secular community of businesses benefiting from an unfair subsidy
2) is unfair to thousands of American farmers
3) when changed will save $1.2 billion annually
