World Peace Thru Education Foundation Phil, Inc., (WPTE) was first conceived  to promote livelihood programs and leadership education for the people of Masinloc. The Presbyterian Church of Fredericksburg, Virginia, USA, thru spouses Robert and Lydia Collett (nee Lydia Garcia Ebue of Taltal) donated funds for a lot and building construction. In 2005, the Board formed the “WPTE Career & Learning Center” aimed at providing affordable and relevant technical-vocational education and training to local residents and to make them dynamically prepared for competition in the local and international job markets or for entrepreneurship. After two years, named as World Peace Thru Education Foundation and today, this School stands as a symbol of international cooperation and understanding, dedicated to the development of vocational competence for the people of Masinloc and to its neighboring population.
