If played correctly, Fen Yang is a major threat.
When playing against Battleships
Stay at long range and actively maneuver. Your long torpedo range allows you to torpedo them even from this range while using your guns to set fires.
When playing against Cruisers
Engaging them is not recommended. Their high rate of fire and large number of guns can send you back to port in a matter of seconds. However, you can stealth torpedo them when the opportunity arises
Against destroyers
You can confidently take on torpedo boat destroyers and secure a win in a gunfight. However, keep in mind that you cannot hit them with your torpedoes. Taking on gunboat destroyers is not a great idea, as ships such as the Z-23 can melt you quickly, as due to your high shell arcs you will find it difficult to hit them, while they can hit you with relative ease.
In conclusion, this is a mini light cruiser, much like her sister Akizuki. She can reliably start fires and torpedo targets, all while being fun to play. If you do not own Akizuki, this ship is a good pick.
Historical Info
Japanese Destroyer Yozuki was an Akizuki class destroyer in the Imperial Japanese Navy. She was not commissioned in time to see service in WWII, and was used to transport Prisoners of war from Australia. On 29 August 1947, she was transferred to the Republic of China, and renamed Fenyang. She was then scrapped in 1963.
