You must give the ID to the level you want to be submitted in your submission request. If you can't find the ID, you'll either need the name of the person who made it, or a video of the level.
Your level must at least be humanly possible, so no spams over 15 CPS and no physically impossible gaps.
Your level must be complete in gameplay terms. Decoration does not matter at all for getting on the list, unless it is an impossible level. Speaking of which...
Impossible levels aimed to be in the Top 8 must have consistent, complete decoration spanning across the entire level. While there are some mild quality standards, I don't care as much about it as it just being there. Additionally, the gameplay must switch between at least 3 gamemodes for complete levels, and 2 for challenges. This rule is in place to prevent people from making lazy levels with a million cube frame-perfects and taking a free top 1 slot.
In terms of copying existing levels, you must change the gameplay a significant amount and change the decoration at least a tiny bit. To count as 'significant', it must affect the base gameplay of the original and be noticeable, of course. Copying an entire level and pasting it again at the end to create a "Level x2" kind of level does not count.
