Wickford 🆘 a resident-led campaign for local government reform, has issued a formal challenge to Basildon Council’s justification for canceling local elections.
While the Council cites a "lack of officer capacity" as the reason to suspend the democratic process, official documents from the Cabinet Meeting of 11 September 2025 reveal a significant mobilization of staff toward the controversial "Arena Project."

Wickford 🆘 points to the Arena Project’s staffing list as evidence that officer capacity exists but is being intentionally diverted. The project team includes a high-level Sponsor (Executive Director of Growth), a dedicated Project Manager, and leads across Economic Development, Planning, Culture, and Procurement.
"If the Council has the manpower to assign a small army of officers to a risky infrastructure project, they have the capacity to run Local Elections," says Mr Jackman, spokesperson for Wickford 🆘 . "You cannot claim a poverty of resources while simultaneously bankrolling a project team and spending £250,000 on consultants."

Beyond staffing concerns, Wickford 🆘 warns that the Council is flirting with a Section 114 (bankruptcy) notice. Expert analysis of the Council’s accounts suggests a precarious financial position:
• The Debt Ceiling: The Arena project is projected to push Basildon within £20m of its legal debt boundary.
• Current Deficits: A forecast overspend of £5.7m for 2025/26, driven largely by temporary accommodation pressures.
• Escalating Borrowing: Further borrowing requirements of £13.6m across the General Fund and HRA in 2026/27.
"We have seen this pattern before," Jackman continues. "With 12 Section 114 notices (Bankrupties) issued across the country since 2018, Basildon is entering dangerous territory.
Our analysis suggests that local government reorganization will result in the 'looting' of the reserves, leaving the new authorities born nearly bankrupt. The taxpayer is being set up for a decade of council tax hikes from the new authority."
A Call for Transparency
Wickford 🆘 is demanding that the administration be honest with residents. The group highlights that the Arena project—which consumes vast officer capacity—was never mentioned in previous election literature.
"I was a councillor for Wickford Park until 2019, and the Arena project was mooted then," says Jackman. "The Conservative group laughed it off as non-viable then, and it remains non-viable today. They propose 300,000 visitors a year, which would require 80% occupancy every single weekend.
"In comparison, there are two underused arenas at the Olympic Park in Stratford with superior tube connections. Basildon lacks the parking and the rail infrastructure to compete.
If they are spending the taxpayers' last £50m of debt capacity, why not build homes for families? Delivering on the government's housing promises is a goal worthy of officer time. We shouldn’t have to sacrifice our hard-won votes to achieve it, this is a dangerous precedent based on an untruth."
Wickford 🆘 urges residents to review the evidence themselves in the September 11 ,2025 Cabinet Report (https://bit.ly/4kszT2I)
