The State Building Council is a state agency created by the legislature to provide independent analysis and objective advice to the legislature and the Governor's Office on state building code issues. The Council establishes the minimum building, mechanical, fire, plumbing and energy code requirements necessary to promote the health, safety and welfare of the people of the state of Washington, by reviewing, developing and adopting the state building code.

The State Building Code Council voted on May 24, 2023, to delay the effective date of the 2021 codes for 120 days, which changed the effective date from July 1, 2023 to October 29, 2023. On September 15, 2023, the State Building Code Council agreed on another delay. The new effective date for all building codes is March 15, 2024.

The Council is also entering rulemaking to modify sections in the commercial and residential energy codes to address legal uncertainty stemming from the decision in California Restaurant Association v. City of Berkeley recently issued by the Ninth Circuit Court of Appeals.

The IBC, IRC, IFC, IMC, and IFGC codes are named by Washington statute and required to be adopted. The Washington State Building Code Council has authority to adopt amendments to these codes for statewide applicability.

Requirements for alterations or remodels of existing structures differ from the requirements for new construction. When doing a combined addition and remodel, use the Alteration (Remodel) Worksheet for the remodeling portion and the Prescriptive Worksheet for the new portion. No credits from Table 406.2 are required and existing buildings are not necessarily required to meet all of the energy code requirements.

The WSEC-R team is not an affiliate of, nor do we speak for, the Washington State Building Code Council (SBCC). Official opinions of WSEC intent are made only by the SBCC in response to official inquiries submitted to SBCC by authorities having jurisdiction (AHJ). While we try to stay aligned with SBCC, the technical support we provide is advisory only and non-binding on AHJ, builders, designers, and building trades personnel who build or remodel residential structures. This free service allows businesses to submit a spreadsheet or text file with Washington State addresses and receive the location code and sales tax rate for each address. This service is most help for businesses making sales to multiple locations throughout the state.

All permanent or general laws are incorporated into and become a part of the King County Code. The contents of the code establish prima facie the laws of the county that are of a permanent or general nature.


We make the code available for your research use and convenience. If there is an omission or an inconsistency between the code and an ordinance, the ordinance prevails. Failure to codify an ordinance doesn't affect the applicability of the ordinance as law. (K.C.C. 1.02.070). The Council also directed SBCC staff to convene two Technical Advisory Groups to consider stakeholder proposals to modify sections in the commercial and residential energy codes. The modification would be intended to address legal uncertainty stemming from the decision in California Restaurant Association v. City of Berkeley recently issued by the Ninth Circuit Court of Appeals. The Council will accept proposals addressing this issue through June 9, 2023. All proposals must be submitted on the Council's code change proposal form. SBCC staff will compile those proposals for the full Council to consider at a later date.

The U.S. state of Washington has six telephone area codes. The state initially used a single area code (206) until it was divided in 1957 with the creation of area code 509 to serve Eastern Washington. In 1995, 206 was split again to serve just the Puget Sound region after area code 360 was created for the remainder of Western Washington. In 1997, area code 425 was assigned to Seattle's Eastside and South Snohomish County suburbs and area code 253 for the Tacoma area, leaving 206 for just the city of Seattle, closely neighboring cities in King and Snohomish counties, and Bainbridge Island in Kitsap County.


The Code Enforcement Division also issues permits for the keeping of chickens at residences in the City's jurisdiction. Citizens must apply for a permit to keep chickens and are permitted no more than six chickens on their property at a time, roosters are not allowed and the chickens must be secured and not allowed to run at large. Backers hailed the new codes as among the most climate and health friendly in the nation and said they would help to keep Washington on course to meet its goals paring greenhouse gas emissions from homes and commercial buildings.

One of the biggest changes from May is the council erased language mandating heat pumps for heating water and rooms in homes. And it revised how credits that builders need to comply with the state building code are awarded under the scoring system in hopes of spurring greater use of low-carbon building solutions.
