Andrew Rodriguez has experience as a high school English teacher, instructional coach, and new teacher support specialist. He is currently a curriculum, instruction, and assessment coordinator at the Carmel Unified School District. Andrew has coordinated two WASC self-studies, worked on multiple visiting committees, and served as a member of the WASC commission. As an ed-tech enthusiast, he has run multiple trainings on artificial intelligence and its impact on education.
Anna-Lisa George is a WCEA representative on the WASC Commission. In her nearly thirty years in Catholic education, she has served as a teacher, department chair, and administrator. She is particularly interested in the development of curriculum and assessments, effective technology integration, horizontal and vertical curriculum alignment, and promoting collaboration and teamwork among colleagues. She began serving on WASC and WCEA accreditation teams in 1994 and has participated in more than 25 visiting committees. She finds the self-study and accreditation process to be a powerful tool for growth in schools. Most of her career has been spent doing what she loves most: teaching English and coaching the academic decathlon team. She enjoys fostering a love of reading and writing in her students and instilling in them a love of learning.

Dr. Barry Groves serves as the president of WASC, which accredits over 5,000 schools worldwide. Before this, he dedicated over 23 years as a superintendent in Santa Clara County. Throughout his career, he has been affiliated with California public schools, taking on roles as a teacher, principal, and district administrator. Dr. Groves co-wrote the recent publication, "Connecting the Dots of Accreditation," among 30 other works. He earned his doctorate in education administration and policy analysis from Stanford University.
Dr. Eric Mooney is director of secondary education for the Colton Joint Unified School District. With a background that spans from teaching history and coaching sports to leading school administration, Dr. Mooney has dedicated his career to enhancing educational access, quality, and career readiness for all students. His work in improving college and career readiness metrics and expanding career technical education programs has made significant impacts. A recognized leader, Mooney has served in pivotal roles across various school districts, improving educational outcomes and championing equity. He represents the Association of California School Administrators as a WASC Commissioner and is an active member of several educational associations. Dr. Mooney holds advanced degrees in educational leadership and is deeply engaged in community service, reflecting his commitment to building inclusive and supportive educational environments.

Experienced Leadership
Dr. Eric Mooney is a proven leader with extensive experience in educational leadership, curriculum development, community outreach, and K-12 and Higher Education. He has advocated on behalf of educational issues at the local and state levels.
Dr. Mooney currently serves as the director of secondary education for the Colton Joint Unified School District, where he ensures all students have access to quality education and the opportunity to learn skills that will provide them with living-wage jobs. Dr. Mooney oversees career technical education programs to provide students with experience in industries that operate in local regions and to expand opportunities for students to earn certifications that provide them with a career.
Eric previously served as director of secondary education at Placentia-Yorba Linda in Orange County and worked as a principal at Murrieta Valley High School in Riverside County, increasing schoolwide college and career readiness from 46% to 67% in just 4 years. He also served as an assistant principal at Tustin High School in Orange County, where he was consecutively recognized as Secondary Co-Administrator of the Year for two years.
Effective and Knowledgeable in the Classroom
Before working in school administration, Dr. Mooney taught in the classroom for 13 years. He was a history/social studies teacher and an instructional aide. Passionate about sports and providing after-school opportunities for youth, Eric coached high school football, basketball, and track and field.
Serving the Education Community
Dr. Mooney chaired the Association of California School Administrators Region 12 Equity Network for five years, providing cultural proficiency for educators to eliminate equity gaps. He is also a Commissioner of the Western Accreditation of Schools and Colleges (WASC), where he chairs public school accreditation visits. He is a current member of the California Association of African American Superintendents and Administrators (CAAASA), and the California Association of Latino Superintendents and Administrators (CALSA).
Qualified With Local Roots
Eric earned his bachelor’s degree in history from Thomas Edison State College, Trenton, NJ, and his master’s and doctorate in educational leadership from Argosy University. He resides in the City of Riverside with his husband, Robert Armenta Jr. Eric previously served his community on the Rainbow Pride Youth Alliance Board of Directors, American Cancer Society’s Relay for Life, and currently serves on Planned Parenthood’s LGBTQ+ and African American Leadership Councils.
Jason T. Kaylor serves as the principal of Alta Loma High School in the Chaffey Joint Union High School District. Jason has served as the principal for the past nine years leading ALHS to become a California Gold RIbbon School and a California Distinguished School. Prior to working in site administration, Jason served as an Activities Director and Athletic Director in the Placentia-Yorba Linda Unified School District. In his current role as principal he works closely with site leadership to conduct a yearly self-study along with providing assistance to WASC as a visiting site team member. Jason was originally an educator who didn't believe in the WASC self-study process, thinking it was simply hoops to jump through for accreditation. He now firmly believes in the process as it has become a tool for empowering staff, students, and parent partners.

During his career, Dr. Marquand has utilized his skill sets, knowledge, and experiences to create innovative and equitable systems of learning for both students and professional educators. He credits much of his success to mentors who have demonstrated true leadership qualities and instilled those values in him. As a result of these experiences, Dr. Marquand has been able to lead and transform schools and enhance programs and educational systems considered achieving or underachieving for both high and low socioeconomic communities, into healthy learning environments for students, professional educators, and the communities he is honored to serve. Some of these initiatives to support these endeavors include; implementing technology-based school-wide “one-to-one” computers for students, supporting the development of digital textbooks and curriculum, building mentor programs for at-promise, affinity, and military and new students transitioning to schools, advocating at the national and state levels to support educational reforms and policies. As a result, several of his schools and programs have been recognized as educational models for others and have gained the attention and visits from a former president, various congressmen, and other dignitaries.
In addition, Dr. Marquand also serves on various committees and foundations for the state and local region to expand his knowledge as a means to better support others. Some of these collaborations include being the president-elect for the Association of California School Administrators, serving as a board member for San Diego Character Education Resource Center, evaluating school districts for the WASC/national accreditation process, and participating as a parent and community member for a school district bond oversight committee, in addition to being a board member for a school district foundation to expand learning opportunities for students. Due to his efforts on behalf of students, staff, and school communities, Dr. Marquand has been honored by his colleagues as the principal of the year for San Diego and Imperial counties and has been invited to present at various conferences such as the Western Association of Schools and Colleges, Association of College and Continuing Education, Google Application for Educators, and the National Military Educational Alliance, Computer Using Educators and other research-centered educational organizations and institutions.
Dr. Marquand was born and raised in San Diego. After being inspired by his own teachers, he knew education was his calling and an excellent way to contribute by supporting students and staff in school systems to build a stronger tomorrow. Although Dr. Marquand has a passion for education, he has other areas that balance his life as well. He is an avid outdoorsman and was a California State Beach Lifeguard for 17 years. Travel, the ocean, reading, and other activities encompass his life. Most of all, Dr. Marquand enjoys spending time with his beautiful wife, son, and daughter.
Jessica Kachaenchai serves as the Assistant Superintendent of Instructional Services for the Chaffey Joint Union High School District, bringing over 20 years of experience in the educational setting as teacher, instructional coach, and instructional administrator. In her current role, she supports schools throughout the WASC process. Her responsibilities include coordinating fiscal resources, supporting the compilation of data, providing editing support to drafts, fostering collaboration among self-study sites, and conducting mock WASC visits to aid sites in their preparation. She sees the WASC process as an opportunity to further build systems of support across the District and engender self-reflection as a means of growth and evolution for a campus community.
Husband, Father, Educator, Explorer
Jonathan Tiongco currently serves as the Founding Principal and Executive Director for the Alliance Marine - Innovation & Technology 6-12 Complex (Alliance MIT). He was named Alliance College-Ready Public School Principal of the Year in 2020. Prior to his current position, he has served in various roles over the last two decades, including teacher, coach, coordinator, director, and district administrator. Outside of his school work, he is honored to serve as a member on multiple boards, volunteer in the community, and support on WASC visiting committees. He and his wife, Sally, are the proud parents of two amazing children, Madelyn and Miles. As a side passion project, he and his family own and operate Six Taste, the most highest rated and most culturally diverse walking food tour company in their beloved hometown of Los Angeles.
As an administrator in the Orange Unified School District for the last 17 school years and as an educator for over 30 years, Dr. Kenneth Miller has served as teacher, coach, vice principal, senior high school assistant principal, middle school principal, senior high school principal, and an administrative director of student and community services, and of community relations and school connectedness, and finally acting executive director of secondary education. Dr. Miller earned his doctorate in educational leadership from the University of Southern California in 2002. He has served as an Instructional Coach for the last seven years in the ACSA Leadership Institute. He has also taught college courses at several institutions ranging from the undergraduate to graduate level for the last 21 years and has been associated with WASC for many years, serving as a chair on several visiting committees.
As a visionary educator with 28 years of experience, Kevin Morris has spearheaded transformative initiatives in education, currently serving as the Director of College, Career & Community Services and Alternative Programs for Duarte Unified School District. Mr. Morris' journey began as a dedicated teacher, evolving into a principal at Mt. Olive Innovation & Technology High School, where he honed his skills in program development and student advocacy.
Renowned for his commitment to at-risk students, Mr. Morris has crafted pioneering models aligning with educational standards, fostering student success from diverse backgrounds. Through strategic leadership, he has revolutionized career and community services, instilling a culture of lifelong learning and achievement across seven campuses.
Mr. Morris' expertise spans diverse realms, from Career Technical Education to fostering international collaborations, underpinned by advanced degrees in Educational Leadership and Business Administration. With a passion for innovation and a dedication to excellence, he continues to shape educational landscapes, empowering students to thrive in an ever-evolving world.
Laurent Lanuqueitte started hiseducator's journey while in college, tutoring Calculus even though he had thouroughly disliked math until then. He then earned a B.S. in math and a Master in International Management. Mr. Lanuqueitte has worked as a pre-kindergarten teacher assistant, a preschool teacher, as well as with elementary and middle school students, and as a junior college math teacher. He has been involved in alternative education for 26 years and enjoys making a difference in the lives of his students.
Since 2018, Lawrence Boone has served as principal at Dalzell Lance High School, a 2024 California Distinguished School. In his 30 years of experience as an educator, Mr. Boone has held teaching and administrative positions in Los Angeles, Santa Barbara, San Diego and Ventura counties, teaching middle and high school English, Humanities, Health, and Physical Education and coaching football, track, and cross-country. Larry completed undergraduate studies at UCLA and holds masters’ degrees from Pepperdine University and the Principal Leadership Institute at UCLA. Mr. Boone, who grew up in South Central Los Angeles, is a firm believer that every student can learn and learn at high levels and that every neighborhood can and should have great schools. Mr. Boone has been involved with WASC for over 15 years.
Prior to assuming the role of principal at the Business and Entrepreneurship Virtual Academy, Marco Tolj's journey in education began within the Los Angeles Unified School District (LAUSD). Starting as a campus aide, Marco progressed through various roles including special education teacher, bridge coordinator, program specialist, assistant principal, administrative coordinator, and director. Concurrently, he fulfilled adjunct responsibilities, engaging with students, staff, and the community. Through these diverse positions, Marco honed exemplary leadership skills and cultivated collaborative relationships with various groups and individuals. His unwavering passion for education continues to drive his dedication to making a difference each passing year.
Marilyn George has been the executive vice president of ACS WASC since 1987. In addition to her knowledge of international accreditation and continuous school improvement, her areas of expertise are school curriculum, instruction, and assessment, and professional development.
Prior to joining ACS WASC, she taught at the K-12 and college levels and was a professional development specialist, a trainer, a consultant, and a high school district administrator of professional development and state/federal programs. She has given presentations written extensively on the areas of staff development, mentoring, and accreditation. Her degrees are from Westminster College (B.S.), University of Wisconsin, Madison (M.S.), and University of California Los Angeles, UCLA, (Ed.D.).
Nata Shin is an educational leader with over 20 years of experience in public education, mainly secondary education serving the Santa Ana Unified School District as mathematics teacher, curriculum specialist, assistant principal and currently high school principal. She has served as a WASC visiting team member the past 10 years at various high schools in Southern California.
As a brand new high school principal during the distance learning year, Ms. Shin quickly built a team of passionate teachers to use WASC reports as a leverage to plan backward in order to move forward. The journey of planning for mid-cycle visit is a set up for a step up in preparation for the full study.
Dr. Odie Douglas represents the Association of California School Administrators (ACSA) on the ACS WASC Commission where he currently serves as the chair. He retired in 2019 as the assistant superintendent responsible for overseeing educational services and supervising elementary, middle, and high schools in the Pleasanton Unified School District located in Alameda County. His most recent award includes being recognized as the 2017 Association of California School Administrators (ACSA) Region 6 Central Office Administrator of the Year.
Dr. Douglas is a coach/facilitator for the California Academic Partnership Program Leadership Network and has served as a national consultant for the College Board and AVID (Advancement Via Individual Determination). He is on the staff of the University of California, Los Angeles (UCLA) Equity and Access Studies in Education (EASE) Project and previously served as a member of the College Board’s National Academic Assembly and Western Regional Council.
Stephen Clayton is a credentialed public school Biology teacher, who has taught at Mount Olive Innovation and Technology High School for 12 years. He teaches biology, environmental science, physical science, robotics, animation, and art. Stephen also works on yearbook, school leadership group, PBIS, state testing, and has served as WASC co-chair on two visiting committee teams. He formerly worked as an science lab technician at a large high school in Orange County (3,900 students), where he was also a head of a WASC sub-group. In his limited spare time Stephen keeps freshwater and reef aquariums and a variety of reptiles and amphibians at home and in his classroom.
Telly Roberts has been integral to Los Angeles High School for several years, serving as the Magnet and WASC Coordinator since 2021. His educational journey has been multifaceted, encompassing roles as a Biology teacher, Intervention Coordinator, focusing on restorative practices, and Championship-Winning Volleyball Coach.
His passion lies in creating collaborative spaces where students and staff can thrive in all facets of the educational experience. Telly believes that growth happens when stakeholders invest in a shared vision for improvement. He fosters open dialogue and teamwork environments, ensuring that everyone has a voice in shaping the school’s future. Telly leverages technology to enhance educational access, supporting his belief in data transparency as a powerful tool for identifying key performance drivers. He enacts targeted changes that positively impact student outcomes by analyzing specific metrics.

His belief in continuous improvement drives innovation. Telly excels at creating stakeholder buy-in through positive and affirming team development. He focuses on measurable outcomes to ensure that every effort contributes to the school’s growth. This approach was critical in steering Los Angeles High School from probationary status to full accreditation.
Telly recognizes that change is the only constant and consistent source of development. We can identify and capitalize on these growth opportunities through self-study and reflection. The WASC process encapsulates this focus. He firmly believes that, as long as the school remains connected to these possibilities, it will continue to find innovative ways to improve student outcomes.
