Techs are mostly here for flavor, but there are a few that boost your bonus values and even your beginning military strength. Each game will allow you to earn a tech at the end, and you must have all techs in one tier before you can earn a tech in the next tier.
This only applies to one tech tree, so you don't need to have all tier 5 admin techs to get a tier 6 military tech, you'll only need all the tier 5 military techs. Like everything, there are exceptions. Again, it's mostly for flavor. I still expect everybody to focus on roleplay. How well you do in roleplay and in-game determines your opportunity to earn a tech. In some games, nobody earns any techs.
I want players to have fun with this, not treat it like a definitive points system.
Military Technology Tree Pt. 1.
Administrative Technology Tree Pt. 1
This map shows the current tech levels of all playable regions. The tech level of the region is what you (as a people/state) begin with.
The tech levels reflect that you have already completed the previous tech tier. Ex. all A areas have completely learned (excluding the exceptions for completion) tier 4 military and administrative technologies. The A areas are currently working towards earning techs in tier 5 military and admin.

This map shows the trade zones of the world. If you control a territory in a zone, then that means you have a direct influence in that zone, economically, politically, or culturally. Much like the tech tree, this has no real application in the game, as it is meant to showcase the general areas of interaction. This will also make it easier to explain the reach of trade overseas, as you don't need territory in a zone to be able to (canonically) trade there.
Culture is a large factor in empire building. Maintaining an empire is a delicate balance, and it is bound to sway to one way or another.
