Congestion

We have a few congestion points during rush hour: Clarksville Rd/571 intersection, Cranbury Rd, Edinburg Rd/Old Trenton Rd intersection, and Alexander turnabout. Currently, the time to go through one of these congestion points during rush hour is about 15 min. How will this change in 4 years when we have additional housing 2,000 units coming to West Windsor?

The above congestion time vs. incoming traffic figure is a variant of a common relationship between traffic and travel time called a BPR function, named after the Bureau of Public Roads which developed it in the 1960's. We are now at the transition point where every additional 200 incoming vehicles/hour to a congested intersection will increase the congestion time by 10 min. Sadly, by 2021, the congestion time will be around 40 min in places where it is now 15 min. And this does not include the additional traffic from neighboring towns (Robbinsville and East Windsor are finishing their some sold-out units around West Windsor south/southeast border).

This rapid change of congestion time with incoming traffic volume can be used to our advantage; we only need to take away 400 cars/hour to have free-flow traffic. Our township shuttle system supported/needed by more than 30% West Windsor residents (3,000 households, or 3,000 cars) should do just that.
