The Wakf Commissioners of Kenya is seeking to recruit and fill in the position of Commission Secretary/Chief Executive Officer (CEO) position in line with the Wakf Commissioners Act of Kenya, 1951 Chapter 109 (Revised 2012).
The Wakf Commissioners of Kenya
The Wakf Commissioners of Kenya is a State Commission established under the Wakf Commissioners Act, 1951 Chapter 109 (Revised 2012). The Wakf Commissioners is a body corporate having perpetual succession and a common seal, and has all the powers, functions and duties conferred and imposed by the said Act. The mandate of the Commission is to manage, administer, validate, register, dispose, regulate, claim unclaimed assets of deceased Muslims to ensure that the use of wakf properties and assets are as per the stipulated wakf conditions and advise the Government on matters related thereto. The commissioners in pursuit of the above mandate are entitled to employ officers to undertake the day-to-day activities of the Commission.
In order to meet this mandate and sustain the momentum of the on-going transformation plan of the Commission created by the Wakf Commissioners Task Force, the Wakf Commissioners wishes to identify and recruit a top notch Secretary & CEO to progress and advance the work of the Wakf Commission. The successful candidate will be expected to assume office by September, 2018.
The Commission Secretary
Reporting to the Wakf Commissioners, the Secretary/CEO, assisted by a team of other Commission employees, will be responsible for leading the implementation of the Wakf Commission yet to be developed strategy as guided by the Commissioners. The Secretary will also be expected to proactively provide insights and direction in the implementation of committed and planned projects on time and within the approved budget.
In addition, the jobholder will be required to possess the following working experiences:
Broad Knowledge of Sharia’h, Inheritance and Wakf Management
The candidate should possess broad knowledge of Islamic Sharia’h in general and inheritance and Wakf knowledge in particular;
General Management and Administration
The candidate should have excellent general management and administration skills and experiences covering procurement, office management, supervisory skills etc.;
Human Resource Management
The candidate should possess excellent working experiences that focuses on the recruitment of, management of, and providing direction for the individuals who shall be working in the Commission by developing and nurturing a dynamic and competent workforce through a robust performance-driven culture;
Program/Project Management
The candidate should have a good working experience in managing related projects of the Commission in various fields in a coordinated manner to obtain benefits not available from managing them individually. The jobholder should be able to apply his/her knowledge, skills, tools, techniques and experiences to meet the Commission’s program/project requirements. Also, the jobholder should develop and conceptualise the monitoring process and facilitate the evaluation of the Commission’s program/projects;
Financial and Investment Management
The candidate is expected to have a strong Financial and Investment Management acumen including planning, organizing, directing and controlling the financial activities such as procurement and utilization/investment of the funds of the Commission. The jobholder should also establish an effective internal and external financial audit system;
Partnership & Linkages Management
The jobholder shall possess experiences in establishing partnerships and linkages with the key stakeholders of the Commission for mutually beneficial outcomes. The synergy from these linkages provides lasting value for the Commission’s beneficiaries;
Contract Management
The jobholder should possess excellent contract management skills and techniques covering steps such as request, generate, negotiate, approval, execute, comply and amend/review contracts;
Negotiation and Consultation Management
The jobholder should be experienced in negotiation and consultation skills with all stakeholders involved with the Commission including the community in general and the beneficiaries in particular;
Compliance Management
The jobholder shall be required to have good experiences on compliance management system that shall demonstrate the Commission’s commitment to compliance and to comply with our compliance obligations on all legal and or contractual matters;
Wakf Concept Understanding and Management
The jobholder should possess a good knowledge of the wakf concept and its management in terms of its charitable foundation nature, alleviating poverty, running and managing other Islamic institutions, restrictive nature of wakf support etc.;
Governance Structures Management
Develop, build, strengthen and uphold best practice corporate governance structures in line with the Wakf Commissioners’ core values and yet-to-be developed Commission strategy;
Communication and Public Relations Management
The jobholder should possess excellent personal character that shall endear him/her well to the public in terms of communications and public relations conduct with all the stakeholders of the Commission.
Property/Estate Management
The jobholder is expected to possess good knowledge in the management and maintenance of property to ensure continuous use of the property and derive useful returns from the said properties.
Candidate Profile
· A holder of a Postgraduate Degree qualification, at least a Masters Degree, with good academic record from a recognized university / institution;
· Demonstrated distinguished leadership with a track record of achievements in public, private or not-for-profit sector backed with a minimum of ten (10) years in executive management roles; and
· A Transformative and Change leader, keen on detail and deadlines with undisputable respect and integrity.
