I have been a lifelong member of this community and have served as your current Collector-Treasurer since 2022. I am married to Stella Ryan and have four wonderful children and seven beautiful grandchildren. I have a Bachelor of Science Degree in the Administration of Justice with a Minor in Public Administration from Roger Williams University. I have a Certificate in Municipal Finance Management from Suffolk University. I am a member of the Massachusetts Municipal Association and have also completed all courses required for certification as a Treasurer. I have certificates in Business Management and Organization, Tax Bill Development and Tax Title Processing.
I was a Police Officer for the City of Woonsocket, Rhode Island for 25 years having worked in several divisions within the organization. During my time at Woonsocket Police, I served as President, Vice President, and Secretary of the International Brotherhood of Police Officers. As part of my duties, I negotiated contracts, managed grievances, and arbitrations.
I then went to work for J&S Office Furniture as their projects manager. One of the more prominent projects I managed was the installation of the office equipment at the Citizens Bank building in Johnston, RI. I served as the Blackstone Millville Education Department’s permanent substitute teacher for the middle school.
Being a lifelong public servant for our neighboring community (Woonsocket), I felt as though I wanted to serve the community with my family, and I chose to be our home. This led me to run for the Collector-Treasurer position, which resulted in getting elected back in 2022.
For the past three years I have worked tirelessly as your Collector-Treasurer and during that time I made significant changes to help our community have a better experience with this office. I collaborated with our banking partners and our Deputy Collector to implement the UniPay payment platform to increase the convenience and customer service for our taxpayers.
I put together a team to auction off town owned foreclosed property, and to date have sold eight homes or lots which resulted in the town receiving $562,268 dollars. These properties are also now back on the tax rolls. I implemented the recommendations of the BerryDunn report and worked with the administration in developing a cash handling policy. I also worked with the administration in upgrading our time clock system and time and attendance system for better accuracy.
With the proven leadership I have shown it is my desire to continue this important work for the town and it would be my honor for you to return me as your Collector-Treasurer with your vote on April 7th.
