The 2024 document
The 93-page report with minimal community engagement—one community meeting with 32 Tucker residents —relied heavily (17 pgs) on national trends analysis from a national recreation organization. Pickleball was prominently featured in the executive summary infographic on pages 7-8, suggesting resident consensus despite limited input.
11 of the 16 inputs for pickleball cannot be verified as no sign-in sheet exists for the "pop up" event where the majority of this data was collected.
Instead pickleball is listed as "currently underway" in the July 2024 MPP 5-Yr Update under Short Term Recommendations (1-3 yrs) p88 prior to the RFP in September 2024, before any formal City Council presentation which has yet to happen as of March 2025, without a vote for construction award, and without neighbor notification as is required of any business planning construction in Tucker.

"It has been shown that averaging techniques such as equivalent-continuous and maximum fast exponential time weighted sound pressure levels (LAeq and LAmax) are not well suited for assessment of short duration impulsive sound like that produced by the impact of a pickleball on a paddle.
These metrics can be expected to substantially underestimate the community response to this type of sound.
Measurement procedures based on the adjusted sound exposure level according to ANSI S12.9 Part 4 have been described as a more accurate methodology for noise impact assessment of pickleball."
"It can be expected that the sound levels at nearby property lines will exceed the limits set by the Davidson, NC ordinance of 65 dBA by as much as 7 decibels if no steps are taken to reduce the sound levels.
River Run will need to mitigate this level with heavy-duty sound barriers or requiring the use of quieter gear along with the use of modest sound barrier materials and thick vegetation along the north and along part of the east fencing of the new courts. If these steps are taken, we predict that there will be no violation of the local sound ordinance."
