Visa Waiver Program

Effective July 1, 2009, all Dutch passports issued after October 26, 2006, including emergency and temporary passports, are subject to the electronic passport (e-passport) requirement for travel to the United States under the Visa Waiver Program (VWP). Any Dutch citizen holding an emergency passport that holds no chip, i.e. not an E-passport, must either apply for a regular Dutch passport or a visa to travel to the United States. No ESTA or Visa for U.S. Citizens

U.S. citizens must travel with a valid U.S. passport to and from the U.S., even if they also hold another country's passport. U.S. citizens do NOT need a visa and do NOT need an ESTA.

The Washington State Office of Community Health Systems, Rural Health section can assist clinicians and students in several ways. We provide direct recruitment services, assistance with loan repayment programs and coordinate the J-1 Visa Waiver Program.

The Washington State Department of Health administers the J-1 Physician Visa Waiver program. The goal of the program is to increase the number of physicians available to work in rural and underserved areas of the state. The program is considered a secondary tool in recruitment, used when efforts to recruit a U.S. trained physician have been unsuccessful for an extended period.

The federal National Interest Waiver Program allows foreign physicians to request a waiver of the U.S. Citizenship and Immigration Services labor certification requirements based on a letter of support from the Department of Health.

The Visa Waiver Program (VWP) enables most citizens or nationals of participating countries to travel to the United States for tourism or business for stays of 90 days or less without first obtaining a visa, when they meet all requirements. Travelers must have a valid Electronic System for Travel Authorization (ESTA) approval prior to travel. If the traveler prefers to have a visa in his or her passport, he or she may still apply for a visitor (B) visa.

The Visa Waiver Program (VWP) allows citizens of participating countries (see below) to travel to the United States without a visa for stays of 90 days or less, when they meet all requirements explained below. Travelers must be eligible to use the VWP and have a valid Electronic System for Travel Authorization (ESTA) approval prior to travel.

As part of a larger effort to improve this workforce issue in some of our most rural and underserved areas, the NBRC will consider recommending a waiver of the two-year home-country physical presence requirement on behalf of eligible physicians holding J-1 Visas in Health Professional Shortage Areas (HPSA) and Medically Underserved Areas (MUA). Eligible physicians will agree to work at least three years and 40 hours per week within a U.S. Department of Health and Human Services designated HPSA or MUA of the legislatively defined Northern Border Region.

For some visa categories, visa renewals, and age groups, travelers who are Taiwan citizens or permanent residents may apply for a U.S. visa by mail without an appointment or in-person appearance. The Primary Care Office (PCO) helps coordinate the placement of foreign physicians in underserved areas of the state through the Physician Visa Waiver Program. This program is also known as the "Conrad Program" or the "J-1 Visa Waiver Program."

Please visit the Department of State and obtain your tracking number in advance. The employer and the J1 physician need to work together to complete the application. The Administrative Rules (OAR 409-035) explain the program requirements and steps necessary to complete the application process. Below are the forms you will need:

The Visa Waiver Program allows citizens of 40 countries to travel to the United States for business or tourism purposes without a visa for up to 90 days. These purposes must be the same as those for the B1 visa or the B2 visa

The program is administered by the Department of Homeland Security and was created to improve security for the people who visit the United States and also so that US citizens can travel to the other 40 countries freely. It brings mutual benefits and most importantly, makes traveling a lot safer.

If you fulfill the necessary criteria and you are from countries with which the US has good relationships with, you will not need to apply for a visa. The only document you will need to go into the US is the stamp on your passport which states that you are part of the Visa Waiver Program (VWP).

The Electronic System for Travel Authorization (ESTA) is an electronic program that the US has developed to make applying for the Visa Waiver much faster. The only step you need to take is go to its website and enter your personal information and you will get a response on whether you qualify for the Visa Waiver or not

The benefits of the Visa Waiver Program are many. You will not be required to apply for a visa, which takes time, effort, and a lot of documents. With minimal effort on a computer, you can get approved for the VWP and be on your way to making your travel arrangements for the US. You will avoid the long processing times too, so if you are travelling for business and need to be in the US as soon as possible, you can do so with the VWP.

Additionally, if you enter the United States with a VWP, you can also visit Canada, Mexico and other nearby islands for the time that your VWP is valid. So if you reenter the United States during the timeframe that the VWP is valid, you will not have any problems. You are not allowed to do so with other visas.

If for any reason, you are not eligible for a Visa Waiver or have had you Electronic System for Travel Authorization application denied, then you have one other option. You can apply for a regular US visa, such as the B1/B2 visa. If you are denied the visa too, then you have to check your eligibility and make sure that you qualify for a visa to the US. You will save much more time by applying for the B1 visa or the B2 visa.

The only possible ways to get permanent residence is if you have family in the United States and you apply to join them, or if you marry a US citizen. Even if you find a job in the US, you will not be able to change your status to a different visa which allows you dual intent.

The physicians receiving these waivers must practice a minimum of forty hours a week of primary care medicine or specialty medicine with an appropriate showing of need at a site in Health Professional Shortage Area within the legislatively defined Appalachian Region for a minimum of three years.

Requests for waiver under the ARC J-1 Visa Waiver Program must be sponsored by a state within the Appalachian Region. To begin the process, contact the designated J-1 Program person in the state in which you are planning to practice.

Any traveler who does not have a valid electronic passport is still eligible to travel to the United States with a valid nonimmigrant visa issued by a U.S. embassy or consulate. Such travelers will be required to appear for an interview and obtain a visa in their passports at a U.S. embassy or consulate before traveling to the United States. Swedish citizens going to the US for tourism or business* and who will stay for 90 days or less might be able to travel without a visa on the Visa Waiver Program, which is administrated by the Department of Homeland Security.

Travelers who have previously overstayed in the U.S., who have previously been denied visas, who have criminal records or who believe they may be ineligible for a visa, should apply for a visa before traveling to the United States.

In order to board a plane or a ship and travel to the United States under the VWP without a visa, the traveler must be in possession of an approved ESTA. They must also be holding a passport which meets the requirements listed above and have a round-trip or through transportation ticket issued by a carrier (e.g., airline or shipping company) that has signed a VWP agreement with the U.S. government, which takes them out of the North American continent within 90 days.

The Rural Health and Primary Care Section (RHPC) administers the J-1 Visa Waiver Program (also known as the Conrad 30 Waiver Program) to recommend and process J-1 Visa Waiver applications.
