Boys of all ages have been known to insist on leaving the home with their lower legs exposed, and they appear to be very content with their decision, despite the peculiar looks and chills they elicit. Boys often do not have the choice of wearing skirts or a tutu dress, which are less constraining, like females do. When seen in this perspective, it's easier to see why males prefer a pair of loose-fitting shorts than a pair of jeans or slacks.
It's maybe unsurprising that some older boys have admitted to refusing to wear trousers in favour of shorts since their mothers insisted on the opposite. Some even said that if their mother hadn't advised them, they would have worn pants on those days. Learning to infuse their own decision-making talents is an important part of growing up, so it's understandable if they defy authority, but let it serve as a lesson to you. It's best to just let them do it if it won't kill them.
Of course, it is okay if it is the summer season, but when it is winners then no matter how much they nag or irritate you, you cannot let them wear only shorts and nothing warm underneath it. However, even on frigid days, you can let your son wear shorts as long as he isn't rolling in the snow or the temperature isn't too low to induce frostbite. And if it does, then, be prepared for the upcoming sneezing battle which is just around the corner.
Wearing athletic leggings underneath your child's shorts is a terrific option. This way, kids can wear anything they want while you rest, knowing they'll stay warm.
