Vijay Velmurugan is a Ph.D. Research Scholar in the Department of Computer Science (Data Science) at the Rajiv Gandhi National Institute of Youth Development, Sriperumbudur, Tamil Nadu, under the Ministry of Youth Affairs and Sports, Government of India. He completed his B.Sc. in Computer Science at Meenaakshi Ramasamy Arts and Science College, Ariyalur and earned his M.Sc. and M.Phil. degrees in Computer Science from Jamal Mohamed College, Tiruchirappalli (affiliated to Bharathidasan University Tiruchirappalli, Tamil Nadu). He has also represented India on international platforms, receiving the 9th BRICS Young Scientist Award 2024 (Russia) for his contributions to artificial intelligence (Transliteration of Ancient Tamil-Brahmi characters into Modern Tamil characters.(2500 Years Old Text))  and Tamil Nadu Chief Minister's Tamil Computing Award 2025 . He also serves as a reviewer and committee member for various international conferences and journals, actively contributing to the global research community.

Research interests: Deep Learning, Artificial Intelligence, Machine Learning, Computer Vision, Public Policy, Clean Energy, Electric Vehicles, EV Policy India, Green Transport, EV Policy, India EV Market Analysis, Sustainable Mobility, Viksit Bharat 2047,  Net-Zero Carbon Emissions by 2070 and Natural Language Processing.
