RULES & REGULATIONS
League Objective
Offering young footballers throughout Taiwan the opportunity to play regular, competitive football in order to develop both their talent and build new friendships. As of 2022 the Victory League is the first to offer a season long competition nationwide, catering to all levels of junior football.
Playing Rules:
1. Age categories:
U8 boys born on or after 01-Sep-2014 & girls on/after 01-Sep-2013
U10 boys born on or after 01-Sep-2012 & girls on/after 01-Sep-2011
U12 boys born on or after 01-Sep-2010 & girls on/after 01-Sep-2009
2. Players can be added to the team at any time during the season, providing the player has not been registered with any other team competing in the same catagory in the Victory League. A notification request must be made in writing to the league organisers for approval.
3. Game Size
U8, U10, U12 are all 7v7, including goalkeeper (maximum registration of 14 players), minimum of 5 players required to start the game. Failure to do so will result in a forfeit (see section 17 below)
4. Game Duration & Location (location subject to change with reasonable notice):
All age groups = 2x20mins!
5. League Fixtures & Tables
League fixtures will be circulated approximately 3 weeks prior to season commencement.
Fixtures, results and league tables can be accessed at http://victoryleague.mfa.com.tw/ Results and tables will be updated immediately after the game but at latest within 24 hours of game day
FIFA Laws of the Game apply, other than the following exceptions;
6. Offside Rule;
No offside rule applies.
7. Substitutions can be made at any time during the play and at half time with the referee’s permission. Player-off, before player-on applies. A player previously substituted can return to the game only as a further substitution.
8. U8 ONLY – On goal-kicks the opposing team players MUST all retreat behind the halfway line.
9. Kick-Off, Corners, Free Kicks and goal kicks: opponents must be a minimum 5 yards away.
10. Mercy Rule; the Victory League is an environment for children to develop through playing the game. Where playing levels will be mixed it’s important to challenge the stronger teams whilst not discouraging less experienced players and teams from continuing their football journey. With this in mind a ‘Mercy Rule’ shall be applied as follows;
U8, U10, U12 - where goals scored less goals conceded is 3 or greater:
The team losing may bring on an extra (8th) player until such time the defecit is 2 or less.
11. All teams must be ready 5 minutes before the appointed time and field of each match; otherwise they may be liable to forfeit the match.
12. Each player must be assigned and registered with the same jersey number for the duration of the season. Duplicate jersey numbers in the same squad will not be accepted.
13. In the event of a colour clash, the organiser shall provide different colours bibs (pinnies).
14. A player who is sent off during a game will be disqualified from the next league match.
15. Players can be registered for two seperate teams in the same age group where the two teams are in different divisions (i.e Premier League and Championship), with the proviso of;
Taipei;
a) U8 Category - NOT PERMITTED (one division only)
b) U10 Category - players are born on or after 01-Sep-2013 for boys
c) U12 Category - players are born on or after 01-Sep-2011 for boys
Kaohsiung & Taichung; NOT PERMITTED for all age categories (one division only)
Players in their appropriate age category can also play for one team in the age category directly above (i.e. a U8 player can play in both U8 & U10 categories).
16. League Positions will be determined through accumulated points.
Win = 3 points
Draw = 1 point
Loss = 0 points
In the result of two or more teams accumulating the same amount of points the deciding factor shall be on highest goal difference (goals scored less goals conceded). If still level then the highest amount of goals scored shall determine.
For Play-off Games (where applicable) then a tied result shall be determined by the best of 3 penalty kicks, selected from the players who finished the game. If still tied then sudden-death applies using the remaining players who finished the game.
17. Forfeit of Games;
If a team is unable to play a scheduled game and does not provide the organisers with at least two weeks’ notice the match and the points will be forfeited.
3 points and 3 goals will be awarded to the opposing team
Where such a team cancels last minute the organisers will make its best efforts to ensure that the team affected by the late cancellation gets to play a friendly game against one of the other teams.
If a team fails to show up for 2 games in a season, including last minute cancellations, then they will be withdrawn from the Victory League.
18. Team Trophies & Medals;
Team winners in each age category shall receive the Championship Trophy plus medals for every player for the teams who finished 1st (gold), 2nd (silver), and 3rd (bronze). No other medals shall be awarded.
19. Individual Awards;
The following individual awards shall be rewarded to each age category at the end of the season…
Season Golden Boot – the player who scores the most goals during the course of the season.
Season Golden Glove – the goalkeeper who receives the most nominations between the referees and organising committee.
Season Most Valuable Player (MVP) – the player who receives the most nominations between the referees and organising committee.
20. Complaints are to be made to the Organising Committee, whose decision will be final. The Committee will not accept any complaints relating to referee’s decisions.
The Committee shall have the power to deal with any matters arising, not provided for in these rules.
The Committee reserves the right to amend these rules.
21. The Committee regrets they cannot accept liability for Players or Spectators injuries, or loss or damage to property. The committee strongly recommends that parents enrolling their child to participate in the League should take out appropriate insurance protection.
22. The League Parent Code of Conduct
We all have a responsibility to promote high standards of behavior in the game. Behavior is an increasing concern in the game. This includes both the abuse of match officials and the unacceptable behavior by over competitive parents, spectators and coaches on the side-lines.
By signing your child into the Victory League 2022/23 Season you agree to play your part and observe The League Code of Conduct;
Be your child’s best fan and support him/her unconditionally.
Support all the players in your child’s squad. Do not criticize anyone.
Help your child to focus on the performance and not the result. Remember winning is not as important as the performance.
Do not criticize the opponents, their parents or officials.
Display self-control in all situations. Never use foul or abusive language at any time.
Never audibly dispute a referee’s decision. They will make mistakes. We all do. If you abuse or shout at the referee you are breaking the rules of the game.
Parents must not coach from the touchline during matches and leave this to the coach or you will cause confusion and erode your child’s confidence.
Failure to comply will lead in a warning and potential disqualification from the league!

比賽規則
聯賽目標
提供台灣的年輕足球員一個可以利用正規球賽培養球技及發展友誼的比賽機會。2022年勝利聯賽是首位提供一整季比賽期間之全國聯賽, 提供給不同球技程度之年輕球員展現的聯賽.
參賽規則:
1. 年齡組別:
a. U8 出生於2014年9月1日的男孩及2013年9月1日女孩
b. U10 出生於2012年9月1日的男孩及2011年9月1日的女孩
c. U12出生於2010年9月1日的男孩及2009年9月1日的女孩
2. 如果沒有在勝利聯盟賽中參加同一年齡組別比賽的任何其他隊伍的註冊球員，則可以在賽季中的任何時候將其添加到球隊中。不過，必須以書面形式通知聯賽主辦單位以進行批准。
3. 比賽規模
U8/U10/U12 - 7v7，包含守門員(球員報名上限為14位)，若少於5位參賽球員該隊將棄權比賽。(請參考參賽規則第十七條)
4. 比賽時間與地點 (若比賽地點須更改地點將提前公佈):
所有組別皆 20分鐘x 2！
5. 聯盟比賽時間、賽程表及延賽規定
1. 聯盟賽程會於賽季正式開始大約三週前公佈
2. 賽程、比賽結果及賽程表都可於http://victoryleague.mfa.com.tw/ 網站上取得。比賽結果及賽程表會在比賽日的24小時內更新完畢
採用FIFA 足球規則, 除以下規定；
6. 越位
本季比賽沒有越位規定。
7. 可以於比賽中的任何時間及半場休息時間在裁判的准許下更換球員。被替換下場球員得先離場 更換上場球員才能進場。被替換的球員能於之後再次替換上場。
8. (僅 U8適用) 在球門球時，防守球隊的所有球員必須退後是半場線後方。
9. 開球、角球、自由球及射門：對手必須距離最少五碼以上。
10. 慈悲規則：勝利聯盟賽希望小朋友可以利用參與聯盟的比賽而有好的身心發展。而因為比賽時不同等級的球員將會混合比賽，大會為了讓較強的隊伍有挑戰性並讓較沒有比賽經驗的隊伍不要灰心喪志而特立了以下的慈悲規則：
慈悲規則適用於所有年齡組別 (U8、U10、 U12)，當兩隊得分差來到3分及以上：
比賽中落後的球隊可多增加一位球員（第八位）直到比賽分數差距為兩分（包含）或更少。
11. 所有隊伍必須在規定的比賽時間前五分鐘於參賽場地集合；若違反者將必須棄權。
12. 參賽球員的球衣上必須要有背號，並提前與大會註冊，參賽期間背號不得更換。同一球隊內不可有重複的背號。
13. 若是出賽的兩隊球衣上有顏色的衝突，大會將會提供不同顏色的背心。
14. 被驅逐出場的球員將會在下一場比賽中失去上場資格。
15. 在同年齡組別中，每一隊最多可有一位球員報名於兩個跨於不同層級的隊伍(超級聯賽跟冠軍聯賽)。球員也可往上報比他們大一個年齡組的比賽，附帶條件，
台北：
a. U8組，無法跨組 （單階級）。
b. U10組，出生於2013年9月1日（或之後）的男孩。
c. U12組 ，出生於2011 年9月1 日(或之後) 的男孩。
高雄&台中：所有組別均不可 （單階級）
該組別足齡之球員同時也可以往上報名一屆 （如：U8 年齡的球員可同時踢U8 跟U10)
16. 聯盟排名將由比賽積分決定
勝：3分
和局：1分
敗：0分
若是有兩或多隊最後取得的積分數相同，則將會先比較進球數與失球數的得分差，若是仍分不出高下則比較進球數。
當聯賽進入淘汰賽比賽結束為和局時將以罰點球三球決定勝負 (由場上球員選出三名比踢3球定勝負)。若上方仍平手，將各派第四位球員，以此類推。
17. 棄權
a. 若一支球隊無法參與比賽並且沒有於最少兩周之前知會大會，則該場比賽將視為棄權。
b. 對手將獲得3分積分，對手進球數將是3顆。
c. 若因為一隊在最後一刻才取消比賽而導致比賽無法進行，大會會盡全力擔保未比到賽的對手球隊能與另一隊進行一場友誼賽。
d. 若一支球隊於球季中超過兩場比賽未出場(包含到最後一刻才取消比賽)，該支球隊將會由勝利聯盟賽中除名。
18. 團隊獎盃及獎牌
於每一個年齡層級聯賽獲得冠軍寶座的球隊均會頒發獎盃一座； 同時獲得冠軍(金牌)、亞軍(銀牌) 及季軍 (銅牌)的球員們也會頒發獎牌一面。其餘沒有進入前三名的球隊將不會額外頒發獎牌。
19. 個人特別獎項:
以下的個人獎項會在季末時頒發給各年齡層組：
a. 賽季金靴獎 –在賽季中射門進球數最多的球員
b. 賽季金手套獎 – 在賽季中取得最多裁判及大會提名的守門員
c. 賽季最有價值球員 – 在賽季中取得最多裁判及大會提名及推薦的球員
20. 有任何建議皆可向大會提出，而大會將會做出最終決定。大會不會接受任何關於裁判判決的抗議。
大會有全力為任何事項作決議，包含規則以外的所有事項。
大會有更改規則的最終權力。
21. 大會對於球員及觀眾的受傷、損失貴重財物等並不附相關責任。大會強烈建議家長在替小朋友報名時同時能申請相關的保險。
22. 聯盟家長規範
我們都有責任要提倡比賽中高標準的行為舉止。行為舉止在一場比賽中佔了越來越重要的腳色。這包含對於官方人員的攻擊及過度好勝的家長、觀眾及教練不被接受的行為。
透過讓您的孩子加入第八屆 2022/2023勝利聯盟賽，意味著您同意成為一份子並閱讀以下的規範：
為您的孩子打氣並無條件的支持他。
支持您的孩子的所有隊友，不要評論任何人。
幫助您的孩子專注於場上的表現而非最後的比賽成績。比賽的結果並沒有場上的表現來得重要。
不要評論對手、對手的家長及官方人員。
在任何情況下都要自制。不要於任何時候使用攻擊性的言語。
嚴禁質疑裁判的判決。裁判們偶爾會出差錯，大家都會。若是攻擊或是對著裁判大吼都是違反比賽規則的。
家長嚴禁於比賽及訓練時指導小朋友，請將指導權留給教練以避免小朋友的困惑或是影響到小朋友的自信心。
如果未能夠遵守,大會將給予警告且有可能失去聯賽比賽資格.
