In Genesis 1 God created the animals and the humans for the purpose of populating the earth. He gave the plants for them to eat (Genesis 1:29-30). God's initial plan was for us to be plant-based or vegan. Then came the fall (banishment from the garden), and the humans populated the world. Then came the flood, in which god wiped out the entire world except for Noah and his family and 2 of every animal.
When Noah got off the ark, without God asking him to do so, Noah took some animals, killed them and burned them on the altar. And god said (Genesis 8:20-21) man is evil in his heart from youth. God accepts that this man whom he saved out of all humanity is evil, therefore he vows to not wipe out the human kind for being evil - he accepts that the nature of a human is evil.
"And the fear of you and the dread of you shall be upon the beast..." does this sound like God thinks man is good? He says this one verse before allowing Noah to eat animals (Genesis 9:2-3).
In summary: God's plan was for humans to be vegan, but he realised that humans are evil, and in the moment of disappointment he grants the humans what the evil humans want.
