Ventura County is developing a community-driven Heat Action Plan (HAP) to protect residents from extreme heat. The plan brings together local government, community-based organizations, and residents to shape solutions that are practical, equitable, and resilient.
Extreme heat is one of the deadliest climate risks. It threatens health, safety, and quality of life — especially for farmworkers, outdoor laborers, older adults, and people with medical conditions. Our Heat Action Plan will identify local solutions to keep communities safe and resilient.
The Heat Action Plan is being created through the leadership of local organizations and community voices. Core partners include:

Together with residents, these partners are shaping a plan that reflects the priorities, strengths, and needs of Ventura County communities.
The Ventura County Heat Action Plan is supported by the Extreme Heat and Community Resilience Program at the Governor’s Office of Land Use and Climate Innovation (LCI). The Extreme Heat and Community Resilience Program is an initiative of LCI’s Integrated Climate Adaptation and Resiliency Program (ICARP). ICARP advances climate adaptation and resilience in California by coordinating investments, partnerships and climate science to ensure people, natural systems, and the built environment are protected, prepared, and thrive in the face of climate change.
