This webpage provides references to publications which support local research and policy development work conducted by the Ventura County Climate Emergency Council (VCCEC). The below list of references is not intended to be exhaustive. References are intended for use in policy research and recommendation development efforts undertaken by members of the VCCEC.

VCCEC Publications
The VCCEC Handbook was created as a resource to aid VCCEC councilmembers in quickly understanding the role, scope, and work objectives of the VCCEC. Further, the VCCEC Handbook is a consolidated resource that pulls together various sections, terms, and references related to the VCCEC efforts to research, develop, and advise the Ventura County Board of Supervisors regarding potential subprograms and policies to implement the CAP and the General Plan GHG Reduction Strategy for unincorporated areas of Ventura County that would result in quantifiable GHG reductions that further the Count's progress toward achieving the 2040, 2040, and 2040 GHG reduction targets and goals established in the County's 2040 General Plan. The VCCEC Policy Viewer was created for informational purposes only and is not authorized as a policy or legislative document. The document is a working draft created to aid the public in comparing climate action plan (CAP) related policies to specific criteria from the Ventura County 2040 General Plan including CAP Strategies, Policy Topics from General Plan Program COS-LL, and GHG Emissions Sectors. On November 23, 2021, the Evaluation Criteria TAC and staff presented recommended procedures to guide the VCCEC in determining the adequacy and completeness of proposals appearing before the VCCEC. These procedures provide as guidance in determining the readiness of proposals before they are sent to the Ventura County Board of Supervisors. However, these recommended procedures do not deviate from or supersede the powers of the VCCEC as set forth in the advisory body’s formation resolution or bylaws. Last revised November 23, 2021

Southern California Association of Governments (SCAG)
SCAG is a Joint Powers Authority under California state law, established as an association of local governments and agencies that voluntarily convene as a forum to address regional issues. Tri-County Regional Energy Network (3C-REN)
The Tri-County Regional Energy Network (3C-REN) is a partnership between the Counties of San Luis Obispo, Santa Barbara and Ventura established to deliver energy-saving programs and industry trainings that help reduce energy use, strengthen local job markets, and support efforts to achieve climate goals. For households, 3C-REN offers direct energy saving opportunities, with an emphasis on hard-to-reach and underserved communities. For industry, 3C-REN offers capacity-building services including workforce training and technical code support. Serving both public and private sector professionals, 3C-REN responds to the needs of the local building industry. Available at https://www.3c-ren.org/.

Ventura County Regional Energy Alliance (VCREA)

Sacramento Metropolitan Air Quality Management District (Sac Metro AQMD)
Sac Metro AQMD is designated by EPA as part of the Sacramento Federal Ozone Nonattainment Area (SFNA), which is comprised of all of Sacramento and Yolo Counties, the eastern portion of Solano County, the southern portion of Sutter County, the western slopes of El Dorado and Placer Counties up to the Sierra crest, and includes four other local air districts. Sac Metro Air District is responsible for monitoring air pollution within the Basin and for developing and administering programs to reduce air pollution levels below the health-based standards established by the state and federal governments.
GHG Handbook is a comprehensive update of the 2010 GHG Handbook and the California Emissions Estimator Model (CalEEMod). The update incorporates new GHG mitigation strategies and refreshes quantification methods and underlying data. In addition, the GHG Handbook and CalEEMod will incorporate analysis of climate hazards and health and equity for the first time to better align with State of California environmental justice and climate adaptation policies and goals. http://www.airquality.org/air-quality-health/climate-change/ghg-handbook-caleemod
