Octavinelle (オクタヴィネル寮, Okutavineru Ryō) is the second dormitory of Night Raven College, released on April 26, 2019. Octavinelle was founded on the compassion (慈悲) of the Sea Witch and is inspired by the world of The Little Mermaid.

Azul Ashengrotto (アズール・アーシェングロット, Azūru Āshengurotto) is a second-year student and the head of the Octavinelle Dormitory. He manages Mostro Lounge, a café located in the Octavinelle dormitory building. Though he claims to help others out, the wishes he grants often come at a price.

Floyd Leech (フロイド・リーチ, Furoido Rīchi) is a second-year student in Octavinelle. He's Jade's twin but their attitude and speech are totally different. He's kind of unpredictable so it's difficult to know what he's thinking.

The symbol for the dorm is the seashell which Ursula wore and used to hold Ariel's voice. The flower-like symbol at the top resembles the crown Ursula steals from King Triton in the movie's climax and the tentacles are very overt allusions to Ursula.
Based on the Manga Anthology, Octavinelle students tend to be highly intelligent.
All members of this dormitory have names that reference colors, typically those associated with the sea:
"Azul" is the Spanish word for blue; "Ashen" refers to being pale gray in color.
"Jade" refers to a precious green gemstone.
"Floyd" is a name that means "gray" or "gray-haired".
