This does require a classicube account to run. (Mod support in launcher added)

Yes it is legal. You join MC classic servers using a awesome site called classicube.net! These servers added support for classicube so others can play.
Why add mods? the default server list is fine.

The mods are just servers that can't be opened using classic because of plugins or nature of how the server works. That's why there is a mods section.
