Story:
In one way or another Axie ended up submerging in toxic waste causing her body to exist in a permanent state of mutation. Even though it's been long since her exposure her cells remain unstable and will temporarily mutate her body at random.

But that's where her collar comes in! By some undisclosed means she got her hands on this very high-tech collar, which allows her to keep her unstable mutations under control and keep a generally human appearance. Its charge only lasts for a couple of hours, however and once it runs out or is removed she'll return back to her unstable mutant form.
