How this works?Because apt will try to automatically install any required dependencies that are not installed/unmet. It tried to do it in this case, however, it doesn't know docker-ce-cli because it's not in the default apt repository or in any other apt repository it currently uses. But by successfully adding the Docker repository to apt by following the steps in the Install Docker Engine documentation, it can now see and knows the docker-ce-cli package. And when you run the sudo apt install on the docker desktop deb package, it will now automatically install the docker-ce-cli along with other required dependencies.

We had Smarthings, Rings, Kasa, Honeywell Lyric, Eccobee integration and other 3rd party installed and works flawlessly at the beginning. pass fwd 2 days, I notice HA does not work because i have a automation using red node for a set of lights that i use everyday.
Recently I did a fresh install of Windows 10 on my older work laptop, and also installed "Catalyst Control Center", which is used to switch between the dedicated AMD GPU and the Intel graphics card on the laptop. I'm pretty sure the CCC software is already deprecated by AMD, so I would assume this issue won't happen on newer laptops. I then went ahead and configured CCC in such a way that it was always using the AMD GPU, because I was only using the laptop plugged into power anyways. Citrix Workspace seems to have a problem with the AMD GPU, and hence it would crash on attempting to connect (in my case, shortly after clicking a .ica file downloaded from my company's store front...).
I did further tests. I reinstalled virtual box and its dkms driver and downgraded to version 6.1.34-2, but my tests were not conclusive. The problem with (presumed) file corruption is that it can manifest in different ways and it would take a lot of time to prove it happens. What I have is circumstantial evidence, not concrete proof! As things stand I have several virtual machines that don't boot and reinstalling all of them to do further tests would take a lot of time. I have only reinstalled OpenBSD, it seems the problem continues.
I am facing an issue as soon as I start my virtual machine, my system crashes with BSOD (picture attached). I have no third party anti-virus installed on my laptop.
